Rathbun were absent; to the flag. called the meeting to order. Roll call was taken. J. Damell all other Trustees were present. Clerk Janik led the pledge PRESIDENTIAL COMMENTS: Clerk Janik read a letter from Ray Jones of Friedrick - Jones - Overman Funeral Home thanking the Village for their support and service during their construction process. Mayor Rock proclaimed the month of February, 1999 as Plainfield Public Library Month and asked the residents of our community to become aware of the Plainfield Public Library District's services and its Foundation, and to actively support its fund raising efforts. Mayor Rock announced to the public that he will be holding a "Coffee with the Mayor" on Wednesday, February 3, 1999 at 9:00 a.m. :Mayor Rock appointed Kathy O'Connell to serve on the Economic Development Committee in all TIF matters. K. Stalzer moved to concur with the Mayor's appointment of Kathy O'Connell to serve on the Economic Development Committee in all TIF matters. Seconded by J. Dement. Vote by roll call. O'Connell, yes; Dement, yes; Stalzer, yes; Smolich, (Mr. Smolich recused himself from action on this vote). 3 yes, 0 no. Motion carried. TRUSTEES COMMENTS: No comments PLAINFIELD VILLAGE BOARD OF TRUSTEES FEBRUARY 1, 1999 PAGE TWO PUBLIC COMMENTS: John Peterson, Attorney and former Mayor presented to Mayor Rock and Administrator Burghard a signed, executed Annexation Agreement for the Mueller Farm on Drauden Road. This is the first building block in getting the new high school into Plainfield. With these agreements, with some minor modifications, this is the first step in getting the sewer and water lines out to the high school, so that the high school will be in Plainfield. Edith Foulke thanked the Board and Mayor Rock for Proclaiming February 1999 as Plainfield Public Library Month. K. Stalzer requested that we add an Executive Session to the Agenda on Land Acquisition not to reconvene. J. Dement moved to approve the Amended Agenda. Seconded by R. Smolich. Vote by roll call. O'Connell, yes; Dement, yes; Stalzer, yes; Smolich, yes. 4 yes, 0 no, 2 absent. Motion carried. J. Dement moved to approve the Consent Agenda to include the following: Village Bd. Meeting Minutes for January 18, 1999 and January 27, 1999 and Bills Payable for February 1, 1999 and Walkers Grove Units #5 & 6 Letter of Credit Reductions. Seconded by R. Smolich. Vote by roll call. O'Connell, yes; Dement, yes; Stalzer, yes; Smolich, yes. 4 yes, 0 no. 2 absent. Motion carded. #3 LAKE RENWICK IMPROVEMENT PLANS. Michael Pasteris, Director of the Forest Preserve District of Will County and Marcy DeMauro also of the Forest Preserve District both gave presentations outlining proposed improvements to the Nature Preserve. Site Improvement Goals ~' To provide public access to Lake Renwick Preserve at Copley Nature Park, on Route 30; Lake Renwick East, on Lockport Street; and Lake Renwick Heron Rookery Nature Preserve and Renwick Road Access, on Renwick Road. > To provide year-round and seasonal fishing opportunities at Lake Renwick East > To enhance interpretive and educational opportunities at Lake Renwick Heron Rookery nature Preserve ~ To develop a system of interpretive, hiking, and bicycle trails for year-round and seasonal use within Lake Renwick Preserve. Site Management Goals ~ To restore or enhance resource and sanctuary areas to increase habitat diversity, correct historical drainage patterns, and offer additional educational opportunities PLAINFIELD VILLAGE BOARD OF TRUSTEES FEBRUARY 1, 1999 PAGE THREE > To enhance the rookery islands' to encourage continued use by threatened and endangered species > To enhance monitoring efforts to determine additional management needs ~ To maintain availability of foraging and breeding opportunities within Lake Renwick East >' To design a fishing program effectively to accommodate anglers while protecting and stabilizing the fish populations within Lake Renwick East >' To stabilize water levels within the lakes. The Forest Preserve District of Will County is conducting an informative open house on Wednesday, February 3, 4:00-8:00 p.m., at the Plainfield Township Park District Recreation/Administration Center. #4 ORDINANCE NO. 1835 AMENDING THE LIQUOR CODE BY THE ADDITION OF SPECIAL USE PERMIT LICENSE. R. Smolich moved to adopt Ordinance No. 1835 Amending the Liquor Code by the addition of Special Use Permit License. Seconded by K. Stalzer. Vote by roll call. O'Connell, yes; Dement, yes; Stalzer, yes; Smolich, yes. 4 yes, 0 no, 1 absent. Motion carried. #5 REQUEST FOR ADDITIONAL LIQUOR LICENSE AT RT. 59 & RENWICK ROAD. Janice Magers has requested an additional Liquor License for a building that is now under construction at the comer of Renwick and Rt. 59. Ms. Magers is looking to occupy a 2,000 sq. fi. unit within one of the newly constructed building and open up a Sports Bar. Administrator Burghard stated that we do not have a class of Liquor License presently that just describes a Sports Bar. Most of our licenses are Restaurant with a Bar, Bar with a package license, etc. Ms. Magers told the Board that they would have a lite menu at the bar, cheeseburgers, sandwiches, and appetizers. They will have a sports theme with 26 round tables, and each will have a different sports emblem, a 25 ' long bar with lighting, various TV's with different sports events going on. J. Dement moved to authorize an ordinance for a new liquor classification requested by Janice Magers for a planned sports bar in the Renwick Place commercial building, subject to review at the Board's Workshop this Monday, February 8, 1999, Seconded by K. O'Connell. R. Smolich had concerns with regard to having food during certain hours of the operation. J. Magers stated that her idea of the Sports Bar was that food would be available from the time they opened until one hour before closing. ADMINISTRATOR'S REPORT Administrator Burghard presented a proposed 1999/2000 Village Budget. The Budget includes substantial additional funding for water, sewer and transportation capital needs. Personnel additions are also recommended for Police, Public Works and Community Development. Additional funds are set aside for technology improvements. Chris Minick, Finance Director told the Board that the budget is essentially a balanced budget with the exception of the Water and Sewer Expansion Accounts. The budget contains no tax or user service charge increases to our residents or businesses. A significant bond issue is needed to undertake the necessary maintenance and capital projects within the constraints of the current revenue structure. The initial budget figures are to be finalized in time for the February 11 Finance Committee Meeting. FINANCE DIRECTOR'S REPORT J. Dement moved to adopt Resolution No. 1220 to include compensation paid under an Internal Revenue Code Section 125 Plan as IMRF earnings. Seconded by K. Stalzer. Vote by roll call. O'Connell, yes; Dement, yes; Stalzer, yes; Smolich, yes. 4 yes, 0 no. 2 absent. Motion carried. PUBLIC WORKS DIRECTOR REPORT A. Persons reported that the steel construction on the north side water tower is 70 percent complete and on schedule. ENGINEER'S REPORT K. Stalzer moved to adopt Resolution No. 1221 Funding of Lockport Street Bridge Reconstruction. Seconded by R. Smolich. Vote by roll call. O'Connell, yes; Dement, yes; Stalzer, yes; Smolich, yes. o no; 2 absent. COMMUNITY DEVELOPMENT DIRECTOR'S REPORT J. Durbin told the Board that the Lake Renwick Preserve annexation agreement has been signed by the State; announced that F~bruary 10th, 1999 will be the closing arguments in the zoning violation case against the Rustic Fence Company on Lockport Street; Saturday, February 6, 1999 Kendall County is hosting a Annual Planning Workshop in Yorkville at 9:00 a.m. PLAINFIELD VILLAGE BOARD OF TRUSTEES FEBRUARY 1, 1999 PAGE FIVE POLICE CHIEF'.S REPORT Chief Bennett gave the Board a status report on two major accidents over the weekend, one on Rt. 126 near Essington, a car involved with a Semi tanker that was leaking; another accident at 135th Street and Rt. 59, a vehicle failed to stop at the stop sign. ATTORNEY'S REPORT No report R. Smolich moved to adjourn to an Executive Session on Land Acquisition not to reconvene. Seconded by K. Stalzer. Vote by roll call.
