J. Durbin told the Board that this is a public hearing regarding a proposed annexation
agreement for a 143-acre residential' development located at the northwest corner of
135th Street and Van Dyke Road. The Village Board opened and continued a public
hearing to allow notice to be sent to adjacent property owners. At that time the Board
directed the attorney to draft ordinances for consideration. The preliminary plat has been
modified to differentiate between the 7-acre school site and the 7-acre park site.
Additionally, another 3-acre park site has been added adjacent to the bike path. The bike
path contribution is proposed to be paid per unit at time of building permit issuance. The
street widths are proposed at 28 feet, with the exception of Vicarage and Norwood. The
agreement should reflect 31-foot width for these streets. The agreement now addresses
antimonotony and signalization contributions. The school district has indicated that it
desires to purchase the 7-acre park site to accommodate a 15-acre school site. We have
discussed dedication of this to the Village such that the school district could purchase it
from the Village in the future if/when a school is proposed at this site. These funds
would then be used to acquire additional open space.
Mr. Ken Smith of the Park District, talked about the additional park site in the northwest
corner. The benefit is that you end up with a green corridor that goes from the bike trail
with a straight side line all the way to the school, and a trail going across that to tie the
bicycle path from the school down one court across the path and onto the bike trail that
will likely be built along the right-Of-way to the west. The Park District like the two sites,
both the park/school site and the park site on the north edge of the development, because
future development to the north would allow park planning to tie the parks together and
make large facilities that would benefit both neighborhoods. The Park District is very
pleased with how the plat proposal came out.

The Park District feels that it is not their decision as to which way the parkland gets
deeded in the annexation agreement. Our responsibility is to make sure are constituents
get the best site and we feel that this is the best site for the park.
Trustee Dement had great concerns with regard to the Village being in the Park Business.
He feels that the land should be deeded directly to the park for their sites. There was
discussion among the Trustees on these issues. Alan Fry, Developer joined the Trustees
in discussion on traffic patterns through the subdivision.
Trustee Damell stated that at the last meeting he questioned some of the Open Space, and
he is very pleased with everything that has been presented in Schedule C. He will not
hold this project up waiting for how we resolve the question as to whether we are going
to lease the property, or deed the property to the Park District.
David King, whose father is the adjacent property owner to the north, had questions
regarding uses for the northern comer of the property to 127th Street.
K. Stalzer moved to close the Public Hearing and return to the regular meeting.
Seconded by R. Smolich. Vote by roll call. Stalzer, yes; Dement, yes; Damell, yes;
Smolich, yes. 4 yes, 0 no, 2 absent. Motion carried.
