WHEATLAND TOWNSHIP PARK PRE-ANNEXATION AGREEMENT.
Director Durbin explained that the applicant is seeking consideration of a pre-annexation
agreement for a five- (5) acre parcel, which is proposed to contain a soccer field, baseball
field, and parking lot. This site is currently part of a larger 31 -acre parcel owned by the
Lutheran Development Corporation, which is planning a Lutheran High School on the
remainder of the site. The park is bound by 127th Street to the south and unincorporated
agricultural land to the east, west, and north. The applicant is proceeding with
development plans under the jurisdiction of Will County; however, they propose a pre-
annexation agreement to mitigate Village concerns. No dwelling units are proposed for
the site, therefore, the Annexation agreement proposes to waive the library impact fee,
annexation impact fee, and no antimonotony provisions will be needed. The applicant
agrees to dedicate right of way along 127th Street for an eighty- (80) foot right of way
when requested by the Village and provide easements if requested. The applicant will
provide the Village with development plans prior to county approval or if developed
under Village jurisdiction, site plan approval will be required. The Village will allow the
applicant the use of a well site for irrigation purposes, which must be entirely
independent from the Village system consistent with Village codes.
Michael Martin, Attorney for Wheatland Township and Supervisor James Sapitro were
present. Mr. Martin addressed the Board and asked if the format of the agreement could
be redrafted because the standard agreement brings in a developer, and we really have no
developer, the standard format talks about a park district, library district contribution and
there will not be contributions. We do not want to annex at all to the Plainfield Park
District.
Richard Bremel, adjacent neighbor, had concerns about safety and believes that there
could be potential problems and would require better police patrol.
John Wilson, Plainfield Township Park District, believes that the Wheatland Township
Park should be part of the Plainfield Park District.
Jim Jacobsen, Lutheran Development' Corporation, stated that they, in fact, are exploring
the development of a Lutheran High School on the remainder of the site.
There were no further comments from the public.
S. Rathbun moved to close the public hearing. Seconded by K. O'Connell. Vote by roll
call. O'Connell, yes; Rathbun, yes; Damell, yes; Smolich, yes; Stalzer, yes; Dement, yes.

On March 16, 1999, we sent a letter to the Plainfield Plan Commission objecting to reduced
landscaping buffering on the Childrens World site. Since then, we have met with the Petitioners
attorney and have had the opportunity to inspect the site plan for the Childrens World. As a result
of this opportunity, we are withdrawing our objections to the request for reduced setbacks for
Childrens World.
