RATHBUN, S. CALABRESE, M. COLLINS, J. CHERRY. OTHERS PRESENT: C. WISE - ATTORNEY D. BENNETT - CHIEF OF POLICE H. HAMILTON - ENGINEER S. JANIK - VILLAGE CLERK C. MINICK- FINANCE DIRECTOR J. DURBIN - COMMUNICY DEVELOPMENT A. PERSONS - PUBLIC WORKS T. L. BURGHARD - VILLAGE ADMINISTRATOR L. VAUPEL - ECONOMIC DEVELOPMENT At 8:25 p.m. the Public Hearing was opened. Director Durbin told the Board that the applicant is seeking an amendment to the Lakelands Annexation Agreement to accommodate a modified development proposal. This amendment would only affect the easternmost undeveloped lake (Lake Marie). The development around Walloon Lake would remain unchanged. Lakelands is located north of 135th Street between Plainfield/Naperville Road and Essington Road. Zoning would remain R-4-however, the total number of units would be reduced to 100, and the units would be clustered in the northwest corner of the site. Outstanding issues remain concerning the development fees to remain consistent with the existing agreement; 135th Street would be improved, however, no improvements to Essington are proposed; this amendment would extend the term of the existing agreement from 10 to 20 years. PUBLIC COMMENTS: Gerry Clark, developer, Mr. Walter, Land Planner, and Mike Lambert, architect for the project discussed the concept of the clustered buildings on the north end of Lake Marie for the Woodlands development. The Board approved the concept, but would not budge on the water and sewer hookup fees. Administrator Burghard will set up a meeting with Mr. Clark to discuss hookup fees and possible replacement of three metal culverts carrying Lily Cache Creek beneath 135th Street. Ken Smith, neighbor to the south of this property, who feels it will be an asset to that part of the community, but also shares the concerns of the Board about hook-up fees and feels they must be addressed at this time.
