At 9:11 p.m. the Public Hearing regarding a proposed annexation agreement for
a 235-acre property located along Drauden Road north of Caton Farm Road was
opened.
Administrator Burghard explained that the property is contiguous to property
annexed to the City of Joliet, as well as the Village of Plainfield, and is on
Plainfield's side of the boundary agreement with Joliet. The parcel is also located
within Plainfield's Facility Planning Area. The applicant used the standard
annexation agreement with some modifications. The applicant wishes to rezone
the property to Planned Unit Development. Staff at this time would recommend
that the annexation agreement designate the rezoning as R-1 (Low Density
Single Family Residence District) with a maximum density of 3.375. This would
be more appropriate for the Village/Suburban and Estate classifications identified
in the comprehensive plan.
Representatives of one of the owners of the Mueller Farm have asked to address
the Mayor and the Board.
PUBLIC COMMENTS:
Scott Helton, son-in-law of Lydia Mueller Capek, property owners of the farm
requested that from this point on they would appreciate that when this
Annexation comes before the Village Board or the Plan Commission for
consideration that we be immediately notified. At this point no notification has
come to her. Ms. Capek is not represented by Mr. Peterson, she has her own
attorney. She has concerns regarding the development and would like an active
part in what will take place.

She would like to be notified by sending to our Law Firm: Finkel, Martwick and
Colson, 203 North LaSalle Street, Suite 1500, Chicago, Illinois, 60601 Attn: Mr.
Scott Helton. Mr. Helton thanked the Board and expressed pleasure with the
staff at the Village of Plainfield and said that the Village was very fortunate to
have the people that we have working here. He felt everyone was very
professional and extremely knowledgeable.
The records show that the property is held in a Trust and that Mrs. Capek is one
member of the Trust. The Annexation Agreement received from Mr. Peterson's
office is signed by individuals, and not necessarily the Trust.
Ken Smith asked the Board if there has been discussion of this annexation in the
past, including several of the Board members? Administrator Burghard replied
that there has been no discussion, and that this is the first public meeting of the
annexation.
The record shows that there are no objectors to the annexation in the audience,
S. Rathbun moved to close the Public Hearing. Seconded by S. Calabrese.
Vote by roll call. Rathbun, yes; O'Connell, yes; Collins, yes; Calabrese, yes;
Cherry, yes; Smolich, yes. 6 yes, 0 no. Motion carried.
The meeting adjourned at 9:17 p.m.
