CARROLL- PLANNER At 7:10 p.m. President Rock opened the Public Hearing for CENTURY TRACE ANNEXATION AGREEMENT AND PRELIMINARY PLAT. The applicants are hoping to develop 260 acres of agricultural land for a 524 single family and 201 multi-family residential subdivision. The subject site is located at the northeast intersection of 119th Street and Normantown Road and adjacent to 248th Avenue. The applicant intends on annexing the subject property to the Village. Director Durbin told the Board that some issues of concern were the school district jurisdiction. The site is 'located in Oswego, Naperville and Plainfield School District. The proposed gross density for the project is 2.76 dwelling units per acre. The net density is substantially higher. The Village board and Plan Commission have typically supported a maximum gross density of 2.5 du/ac which is generally comparable to a standard 12,000 sq. ft. lot development. The Wolf Creek floodplain, which is very wide through this area, has a substantial impact on this property, and as always, we seek to utilize drainage ways to accommodate open space functions. The proposed plans would require a substantial modification to the floodplain; however, they could accommodate an excellent linear open space corridor. The Village Engineer has outlined concerns regarding on-stream detention. NIPC does not recommend this approach. Problems include siltation and associated maintenance concerns. While the applicant is confident that on-stream detention and the substantial floodplain modifications can be engineered successfully, feasibility and timing may be an issue. Staff shared many of these concerns, but were supportive of the PLAINFIELD VILLAGE BOARD OF TRUSTEES PUBLIC HEARING JULY 26, 1999 Development concept. They provided a recommendation for approval with stipulations such that the applicant could address these issues while moving the project forward. John Phillipchuck, Attorney for Moser Enterprises, Inc. was present to address concerns. Mr. Art Zwemke, Moser Enterprises also welcomed comment regarding the provisions of the Annexation Agreement and Preliminary Plat. He spoke briefly on Park and School donations. The plan consists of a mixed use residential development providing 524 single family lots; a 24.7 acre parcel for 202 multi-family dwelling units; multiple park sites; detention area; open space and landscape buffers. Their intentions are to create an upscale residential community and provide for site landscaping and park amenities. Trustee O'Connell is uncomfortable with the 8,400-sq. ft. lots with a 2.64 density. Trustee Calabrese feels there is too much wetlands for our Open Spaces. He will support a 2.5/2.3 maximum gross density in that area, and does not like 8,400-sq. ft. lot size either. Mayor Rock suggested to the Board Members that we put this item on the next regularly scheduled Workshop, August 9. 1999, for further discussion. The Trustees all agreed it was an excellent idea and that many items needed to be resolved. Rowen Hedden, resident had concerns with regard to land/cash donation to the Park District. Ken Smith, Park District had questions with regard to annexation agreement and a statement with anticipated number of residents and whether or not the water treatment facilities are sufficient to deal with the increased growth. Mary Sabatoch who lives in the area under discussion is very concerned about drainage and the possibility that ground tiles will be broken. There were no further comments from the public. S. Rathbun moved to close the Public Hearing. Seconded by S. Calabrese. Vote by roll call. Cherry, yes; Smolich, yes; Rathbun, yes;O'Connell, yes; Collins, yes; . Calabrese, yes. 6 yes, 0 no.
