CASE: CHAPLIN FARM Meeting opened at 7:55 p.m. Director Testin explained that the applicants our proposing to develop 120 acres of agricultural land for a 211 unit single family residential subdivision. The subject site is located south of 135th Street and west of Harvest Glen subdivision. The West Norman Drain impacts the southern portion of the site with significant amounts of floodplain. The applicant intends on annexing the subject property to the Village. Some issues raised at the Plan Commission meeting were: The preliminary plat indicates an average lot size of 11,209 square feet with a minimum of 10,500 square feet and a density of 1.76 du/ac. All yard requirements meet Village Ordinances, however, lot widths fall short of the 85 foot Village standard. One of the major components of this is Meadow Lane, which comes through the parcel, in addition is flood plain on the southern area of the parcel itself. In addition, the applicant has proposed funds in lieu of for the park site itself. In regards to the annexation agreements, staff has been in discussions with the developer and his representatives. A couple areas that we have touched on is .dealing with the timing of the trees and landscaping, they have identified the $200 traffic fee. One other point of note, the applicant has identified Meadow Lane funds to be used for the extension past the area to be developed with the homesites. If funds are not used within 5 years that they would be returned to the developer. This is not appropriate. Staff does not support this. Typically, what has happened is that the road has been stubbed or in cases where they may be some delay in extending the road down into an area, their funds could be used. Plan Commission and Staff recommends approval with stipulations. Mayor Rock questioned Mr. Testin about the size of the lots. Attorney Ed Welch, attorney for the applicant was present and responded to Mayor Rock's size of the lots. He stated that we anticipate that the minimum lot size and the average lot size would actually increase on the Preliminary Plat. Mayor Rock again questioned Attorney Ed Welch with how many tap-ons. Attorney Welch responded that the Annexation Agreement calls for 100 per year up to the 210 that we need. Plainfield Village Board of Trustees March 5, 2001 9 Mayor Rock asked if driveways are' coming out on Meadow Lane. Attorney Welch stated that on this particular plan that what it shows. The staff suggested that those that are on the comer, that those driveways come off of the side streets as Opposed to Meadow Lane. There is not much you can do with Meadow Lane. Mayor Rock stated that a couple years back we had decided to have none of them on Meadow Lane. Attorney Welch said that if you look to the North, Meadow Lane has driveways. We are only continuing the same configuration that exists elsewhere. Mayor Rock asked about open space. Attorney Welch stated that there is more than just the creek, because they are doing additional dry detention basins. The Board voiced concern over confusing language in the proposed annexation agreement over sidewalks and traffic fees. The Trustees had real concern over the lot widths in the plan which measured only 78 feet for most lots, seven feet less than the Village standard of 85 feet. Trustee O'Connell stated that she could accept a small percentage of lots under 85 feet. She would also like to see some green space at the north edge of the subdivision. Trustee Cherry stated that the annexation agreement presented tonight needs a lot of things fixed in it and he is not ready to support at this time. Mayor Rock asked Attorney Welch if he was aware that we will have a new fire fee coming in on our agreements. Attorney Welch responded that he would comply with the Fire District Impact Fee of $100.00 per house. Trustee Collins had concerns with Meadow becoming a speed trap, and he would prefer to see a few more percent higher towards the 85 foot lots. Chief Bennett addressed the Board regarding traffic calming devices for Meadow Lane. There were no further questions from the public. S. Calabrese moved to close the Public Heating and remm to the regular meeting. Seconded by K. O'Connell. Vote by roll call.
