Members present: Mayor, Wayne Neddermeyer; Councilmen, Robert Franklin, William Reiser Jr.,
Donald DesLauriers, Arthur Theis. Clerk Donna Roehl abs.nt until 11:00 P.M. Councilman Robert
Franklin took minutes until 11:30 P.M.
1. PATRICK WALD
Patrick Wald presented Off -Sale Liquor license application, as he has purchased Joe and Irene's
Bottle Shop on Hwy. 55. Police Chief Charles Hoover reported that he had checked various
sources and found no irregularities. The proper fees have been paid•and the bond presented.
Motion by Robert Franklin, seconded by Donald DesLauriers to grant an Off -Sale Liquor license:
to Patrick Wald to operate "Pat's", now known as Joe and Irene's Bottle Shop.
Motion carried unanimously
2. JAMES DORN HAZARDOUS BUILDING
Council discussed the Dorn building in Hamel and Chief Hoover reported. that the building had
been demolished and that Mr. Dorn had been tagged for burning without a permit and that rats
were probably still in the wreckage.
3. CIGARETTE LICENSES
Motion by Donald DesLauriers, seconded by William Reiser to grant Cigarette licenses to the
following: Medina Recreation Inc., Harold and Dwaines, Hamel Superette, Rolling Green Coun-
try Club, Patrick Wald (Pat's), Disk and Stein, Countryside Cafe, Dockside Inn, Hamel K.O.
Motion carried unanimously
4. 1976 APPOINTMENTS
Motion by Donald DesLauriers, seconded by Robert Franklin to appoint Arthur Theis as
Commissioner of Recreation. Motion carried unanimously
Motion by Robert Franklin, seconded by William Reiser to appoint Donald DesLauriers as
Commissioner of Roads. Motion carried unanimously
Motion by Donald DesLauriers, seconded by William Reiser to appoint Robert Franklin as
Commissioner of Public Safety. Motion carried unanimously
Motion by Donald DesLauriers, seconded by Robert Franklin to appoint William Reiser as
Commissioner of Sewer and Water Facilities. Motion carried unanimously
Motion by Robert Franklin, seconded by William Reiser to appoint Donald DesLauriers as
Acting Mayor. Motion carried unanimously
Motion by Donald DesLauriers, seconded by William Reiser to appoint Wayne Neddermeyer as
Delegate to Northwest League and Robert Franklin as Alternate. Motion carried unanimously
Motion by Robert Franklin, seconded by Donald DesLauriers to appoint Donna Roehl as Clerk.
Motion carried unanimously
Motion by Donald DesLauriers, seconded by Wayne Neddermeyer to appoint William Rudolph as
Treasurer. ]lotion carried unanimously

Assessor. Motion carried unanimously
Motion by Donald DesLauriers, seconded by William Reiser to appoint Richard Schieffer as
Attorney. Motion carried unanimously
Motion by Donald DesLauriers, seconded by William Reiser to appoint Russel Bouley as
Building Inspector. Motion carried unanimously
Motion by Robert Franklin, seconded by Donald DesLauriers to appoint Charles Hoover as
Chief of Police. Motion carried unanimously

Health Officer. Motion carried unanimously

of Hamel as Official Depository. Motion carried unanimously

Motion by Donald DesLauriers, seconded by William Reiser to pay the Weed Inspector $4.50
per hour plus 10 cents per mile for travel expense.

5. NORTHWEST LEAGUE OF MUNICIPALITIES
Motion by Robert Franklin, seconded by Donald DesLauriers to continue membership in the
Northwest League of Municipalities. Motion carried unanimously
Arthur Theis arrived at 9:05 P.M.
6. OFFICIAL NEWSPAPER
Motion by Robert Franklin, seconded by William Reiser to continue with the Crow River
News as the Official Newspaper. Motion carried unanimously
7. PUBLIC WORKS FACILITY BUILDING
Donald DesLauriers presented four lien waivers covering the new maintainence building.
Motion by Donald DesLauriers, seconded by Arthur Theis to accept the new Medina Public Works
Facility Building as built by Ebert Construction and Supply. Motion carried unanimously
Motion by Donald DesLauriers, seconded by William Reiser to direct the Clerk to secure
insurance coverage on the building and contents of up to $30,000. Motion carried unanimously
8. MOBILE HOME ORDINANCE
Anne Dorweiler discussed the proposed mobile home ordinance as recommended by the Planning
Commission. Council members raised questions a bout definitions, lot sizes, minimum and
maximum areas required, streets, emergency power, tie -downs, shelters, setbacks, sewer
systems, fire alarms, storage of boats and snowmobile -trailers, surcharges on utility bills
that may be charged by a park owner, access tind information for the public and police and the
over-all strictness of the Ordinance.
Ms. Dorweiler said that she felt that the ordinance is not a strict one but is very comp-
rehensive. She explained that the requirements deal directly with such items as health,
safety and welfare of mobile home park residents and residents of nearby areas.
Motion by Robert Franklin, to amend the ordinance as follows:
1. Page 1, Line 4 : Substitute "or" for "and."
2. " 8, Paragraph 3, Line 1: insert "fee" after "permit."
3. " 9, Add to paragraph la: "and shall have a maximum of 60 acres. No mobile
home parks shall be contiguous."
4. " 10, Paragraph 3c: Add "within the mobile home park."
5. " 13, Paragraph 8b: Insert "public" after "regional."
6. " 15, Paragraph lc: Add "the mobile home park shall be open at reasonable times to
the visiting public, and a directory shall be readily available
to visitors."
7. Page 17, Retitle # 7: Fire and Police Protection and add a paragraph to read: •3
"The park shall be open to fire and police and other emergency
vehicles at all times and the city police department and area
fire departments shall be provideded with an up to date directory
showing the names and lot numbers of occupants."
8. " 19, Add a Section 15 to read: Repeal. "Medina city ordinance 132 and 137 are
hereby repealed."
9. Adopt changes recommended by the Planning Commission.
Motion seconded by Arthur Theis. Motion carried unanimously
Motion by Robert Franklin, seconded by Donald DesLauriers to refer the proposed ordinance
to attorney for comment. Motion carried unanimously
Robert Franklin asked that the minutes note that the council had considered this matter from
9:19 P.M. until 11:05 P.M.
9. HAMEL ATHLETIC CLUB AGREEMENT
Motion by Robert Fr nklin, seconded by Arthur Theis to approve the agreement with the Hamel
Athletic Club for $500.00. Motion carried unanimously
10. PUBLIC WORKS FACILITY BUILDING
Discussion of moving equipment into completed building. Also lengthy discussion on disagree-
ments among road personnel. Discussion of helping nearby villages open their roads in a
snow emergency. Council felt that if asked, plows should be sent to help. Leo Leuer was
told that he could use the sander that belongs to the City.
11. COMMUNITY DEVELOPMENT BLOCK GRANT
Discussion on procedures that must be followed in making application for Block Grant monies
available through Hennepin County. Citizens advisory committee was appointed to prepare
project list as to how to spend the money that Medina will receive (p10,278.00.) The
following people were selected to form the committee: Nancy Laurent, Julius Dorweiler,
Walter Kohnen, Charles Hoover and Everett Thies. Ms. Laurent was given the materials and
will contact other members and set up a meeting.
Motion by Robert Franklin, seconded by Arthur Theis to approve Resolution 76-1 and enter
into agreement with Hennepin County for Block Grant Funds.
Motion carried unanimously
Motion by Robert Franklin, seconded by Arthur Theis to set Public Hearings for January 20th
at 9:00 P.M. and February 3rd at 9:00 P.M. to discuss usage of Block Grant Funds.
Motion carried unanimously
12. BILLS
Motion by Arthur Theis, seconded by William Reiser to pay the bills. Payroll in the
amount of $3828.80; Order checks in the amount of $145,357.64; Revenue Sharing in the
amount of $12,000.00.
Motion carried unanimously
13. SALARIES
Motion by Robert Franklin, seconded by Arthur Theis to set the Police Chief's Salary at
$1100.00 per month for 1976.
Motion carried unanimously
Motion by Donald DesLauriers, seconded by Arthur Theis to set the Clerk's Salary at
4425.00 per month for 1976.
Motion carried unanimously
Motion by Donald DesLauriers, seconded by Arthur Theis to pay the Clerk's Assistant $3.25
per hour.
Motion carried unanimously

14. JULIUS DOR`aIEILER
Mr. Dorweiler stated that he is still waiting to discuss, with Council the Hamel Fire Depart-
ment purchase of a new truck, delivery of which will be in April. Robert Franklin stated
that he would like to work out an agreement whereby Medina would support their purchasing
the truck and would become part owner. Matter was tabled until later date.
15. MINUTES OF DECEMBER 16
Robert Franklin asked that the following addition be made to Item 3 Page 162: "and any
contribution from Denis Jordan." Also he asked that it be noted that he left the meeting
between Items 10 and 11 on Page 163.
Motion by Arthur Theis, seconded by William Reiser to accept the minutes of December 16, 1975
as corrected.
