Town of Tybee, Ga.,January 6th 1928.
The regular meeting of Council was held to -day at 4:00 p.m.and was
attended by the Mayor and Councilmen Espy,Horovitz,and Cann,also
Town Attorney McIntyre,E.George Butler and Earnest J.Haar.
Mr. Butler appeared before Council kith a view to - ascertaining the
attitude toward having a permanent National Guard training camp on
Tybee,he said that it would be necessary for the Town to donate to
the goverment land required for all buildings and grounds for manuau-
vexing. of troops,he said th=t Fort Screven is not available as a
permanent garrison is stationed there at all_times,he suggested the
land reservedaR public park and adjacent nrcpertied,saying that the
goverment would spend the necessary money :required to bukld and main-
tain a camp of this kind- - - the ma.yQr suggested that a committee
be appointed to t =ke up the matter,Mr 'fl }gested getting the City of
Savannah and Chatham . County to contra'- )t e - - - Mr Butler saidthat
he would call a meeting of all organizations in the Board of Trade
rooms at once to ascertain their attitude in the matter,at which time
it could definitely decided whether the Statw troops were wanted at
Tybee of not,Mr Butler was then excused.
Mr. Haar appeared in the interest of the Tybrisa Company requesting
an adjustment of taxes, the Tybrisa properties have always been re-
turned by the Central of Georgia Ry.a_s part of their hdldings on
Tybee to the Controller General of Georgia,but it has developed since
the Tybrisa Company purchsed the Tybrisa properties that the returned
valuation by the Central of Georgia was entirely too low , The assess-
ment committee assessed the prcperty at 45, 000.00, Mr Haar made
request that this assessment be reducea,Mr Cann asked if he thought
$ 40, 000.00 was a fair assessment and Mr Haar said that he considered
that reasOnable,Mr Haar was then excused - - ?r` Espy said that the
Tybrisa Company has always co- operated with the Town and should,he
thought,given some consideration - - Mr Cann and. Mr Espy composed
a quorum of the Assessment Committee present, they recommended to
Council that this property be assessed at _$ 4r,000.00 as of Fanuary
1,1920.
The Mayor called attention to the low finances of the Town at this
period of the year and also to the fact that the banks carrying the
notes of the Dixon Contracting Co and W.C.Bryant & Co was requesting
substantial reductions of them and also that . the interest on• th.e
Paving Bonds amounting to $ 2750.00 will be due on February 1st,
making it necessary to borrow about $3500.00 from one of the banks
in Savannah to meet a ea :Alai deficiency,and on motion of Mr Espy,
seconded by Mr Horovitz,the foll,wing resolution was passed;
RESOLUTION.
RESOLVED that the Mayor be and he is, hereby authorized
and directed, for the purpose of supplying a casual . deficiency in
revenue now existing,to borrow from such bank or banks of the City
of Savannah as ma/ de selcet ed by him, the sum of Thirty-five Hun-
dred ($3500.00 )D4'dsiaiach time and upon such terms as the Mayor
shall agree upon and to evidence said loan by executing in the name of
and on behalf of the Mayor andcCouncil of the Town of Tybee a note
or notes not exceeding in the aggregate the principal sum of Thirty-
five Hundred ($3500.00.) Dollars and that said note or notes shall be
executed under the official seal of the Mayor and Councilmen of the
Town of Tybee attested by the Clerk of Council.
10 The Clerk of Council called attention that the being an election
year, the book for the reti.stration of voters would be opened the
ei first Monday in February for an election to be held am Monday April
2nd,1928.

There being no further business Council adjourned subject to the
Call of the Mayor.

The regular meeting of Council was held to -day at 4;CO p.m. and was
attended by Chairman of Council Farr,who presided in the absence of
the Mayor, and by Councilmen Loran, Cann,Horovitz and Lspy.
The matter of the lease with the Savannah hlectric & Power Co in
which the Electric Distribution System was leased to the Electric
E;ompany oy °Thomas Gamble as agent for the Property owners of Tybee,
was brought up; the Savannah Electric & Power Company having re-
quested that %k the the system was now the property of Town of
Tybee it would be necessary for the Town to make a. lease with
the Savannah Electric & Power Co.,tc take the place of the lease
riade by %r Gamble as went for the property owners,a form of lease
was presented to Council approved by the Town Attorney and upon
a motion of Mr Horovitz that the Mayor be empowered to negotiate
this lease with the Savannah Electric Al Power for a period of
twenty -five years at a rental of One Dollar a year, seconded by
Mr Espy,the motion passed.
