SHENANDOAH (SOHOL) ANNEXATION AGREEMENT Director Testin stated that this is an annexation proposal on a 182-acre parcel. Proposed are 331 single-family homes. The parcel is located at the southeast comer of Heggs Road and 127th Street. The north 80 acres of the parcel and 40 acres on the West Side of Heggs are both under a preannexation. The subject site is located in the Estate District of the Comprehensive Plan. This suggests a gross density of approximately 1.11-1.75 dwelling units per acre for single family residential and an open space ration of approximately 30- 60%. The application proposes a gross density of 1.82 du/ac and an open space ration of 30%. A large greenway through this development that will continue down through Prairie Ponds and through Nature's Crossing. The preliminary plat indicates an average lot size of 11,959 square feet with a minimum of 10,000 square feet. The applicant is requesting minimum side yards of eight (8) feet for sixteen (16) feet total and lot widths of 76 feet. The applicant has identified a 5-acre credit for the park space, staff does not support this. The applicant has identified a $400 per home fee to help construct a sewer line. The Village has not guaranteed future fees in the past. The agreement states sidewalks will be constructed as each residential unit is built. Staff supports this proposal but also recommends all sidewalks shall be completed within two years. Consistent with Board action, the $100 per home Fire District Impact fee should be added to the agreement. Ken Smith, Maple Court. The Park District has been working for sometime to try and integrate the greenspace in these areas. John Van of the Park District was present to talk about the park spaces. The northeast comer of the site provides the most useable area with projected ball fields and parking for the regional park and tying into bike paths and linkages to adjoining subdivisons. Mr. Van stated that the Park District would be purchasing about 20 acres from the developer, and the purchase price is still under negotiation. Director Testin explained briefly the Estate District of the Comprehensive Plan and where it is located. Members of the Board discussed the proposed square fee lot sizes. John Phillipchuck, Attorney representing MAF Developments and Mr. Bill Haider, President of MAF also present and Mr. Phillipchuck spoke regarding the proposed Plainfield Village Board of Trustees May 21,2001 12 development with examples .of layouts of the subdivision. 20% of the lots are 10,000 sq. ft.; 42% of the lots are between 10,000 and 11,000 sq. ft. and 8% are between 11,000 and 12,000 sq. ft.; 8 % are between 12,000 and 13,000 sq~ ft. and 22% are 13,000 sq. ft. and above. S. Calabrese had concems with the separation between the houses, but was very excited about the park with all the open land. K. O' Connell stated that the developer has two-thirds of this development under 11,000 sq. ft. and the majority of those I'm sure are real close to 10,000 sq. ft. What should be a variance in a small percentage has become in essence two-thirds of the subdivision. David King, Adjacent landowner to the north, had concerns about what they will do to the flood plain. Administrator Burghard stated that the law clearly requires that even during construction the flow must be unobstructed. Dave Koehler, Oswego, talked about the West Norman Drain. Tim Lyman, Cemcom Engineers told the Board that they are doing the preliminary engineering for the site, specifically the flood plain and floodway. Federal Emergency Management Agency requires that you must, when working in a floodplain, keep any storage of stormwater outside the floodplain. M. Collins addressed the sanitary sewer connection fees and the start construction of the by-pass sewer date. There were no other public comments made. S. Calabrese moved to close the Public Heating.
