GRANDE PARK ANNEXATION AGREEMENT
The hearing was opened at 7:15 p.m.
Director Testin stated that this is a continuation of the Public Heating to allow for
additional public comments.
Art Zwemke, representative of Moser Enterprises gave a short presentation with regard to
the Fiscal Impact Study and the Traffic Impact Study. Strategy Planning Associates were
asked by MPI Joint Venture to evaluate the fiscal impact to the Village and the affected
School Districts from the development of 2,337 residential units and 250,000 square feet
of commercial space. In summary, the study shows that Grande Park is fiscally self-
sustaining within the framework of the Village of Plainfield. There will be a positive
fiscal impact to School District 202 and School District 308.
Administrator Burghard stated that the Village hired their own consultant to review the
developer's consultant on fiscal impact.
The developer explained that they have followed the IDOT study for the WIKADUKE
Trail and have set aside a 150' path for 1.5 miles on the existing Stewart Road 60' ROW.
Internally, we have designed a plan to minimize on site vehicular traffic in favor of
pedestrian traffic. There are 7 miles of paved trails with 3.6 miles in the Central Park
area and 3.4 miles planned to connect to regional trail systems. The 168-acres of Central
Park and five neighborhood parks should provide ample on site recreational
opportunities. Two school sites are proposed for an Elementary and Middle School that
would allow children to walk, bicycle and skate to school. A pedestrian overpass is
proposed to traverse the WIKADUKE Trail. A Traffic signal at 135th Street and Stewart
Road may not be warranted per our study, however, a signal is provided to further
encourage pedestrian traffic. An age-restricted area south of 13 5th Street and east of
Stewart Road is proposed, which will reduce the amount of traffic because there are no
school aged children and limited employment related commutes. A no load circular
feature road (Grande Park Boulevard) has no homes facing the street. Lastly, Grande
Park will require 10+ years to build out. It is in our mutual best interests that we jointly
strive for solution locally, regionally and statewide. In this regard, we pledge to

contribute $100,000 to create a Political Action Committee to employ the necessary
lobbyists to improve local and regional roads.
Cheryl Smith, 143 Oswego Plains Drive, Oswego. Ms. Smith had concerns about the
WIKADUKE Trail and that IDOT has set aside no funds for this trail. Administrator
Burghard stated that this trail was originally proposed in the early 1990's and there was a
subtotal of 18 government agencies involved. There is no money set-aside for the
construction of the WIKADUKE and that's where we need to use some lobbying money.
Candice Hadley, 1542 Plainfield Rd., Oswego. Ms. Hadley has traffic concerns with the
traffic flow going to Oswego points north and west.
Mr. Zwemke addressed to issue and stated that initially there will be traffic that will come
from the students that will be commuting to school. District 308 told us that an
elementary school is probably 5 or 6 years away. We are hoping with our agreement
with the Oswego School District that they will also take us up on our offer for a middle
school site and the reasons are that they can save dollars by sharing a campus and shared
parking and common utilities and common infrastructure. We have given them a year to
July 1, 2002 to take us up on the offer for the middle school. We have tried to design this
project so that every student that lives in Grande Park can walk to school.
M. Collins had a few questions with regard to bike paths and trails. Mr. Zwemke stated
that at the next workshop scheduled for next Monday he would have information on
amenities, such as trails for the park.
K. O'Connell asked if there would be recapture for the additional money spent on road
improvements. Mr. Zwemke asked if we could defer this discussion to the workshop next
Monday.
R. Swalwell originally had three concerns: How does your plan mesh with our
Comprehensive Plan? How does your plan effect the traffic? The School District? The
School District has been taken offmy list, but I still have two major concerns. Your 800
acres is in the Estate and/or Commercial Belt. I need to know where we are with this
Board; I can't vote or approve anything without a new comprehensive plan. I know that
the current comprehensive Plan is not supported by some of the zoning ordinances. I
concur with having public open space rather than private open space. I want to make sure
that we have a good set of ordinances that we are using as a benchmark so we are not
arguing over details, lot sizes, etc. My second concern is the traffic. Everyone is talking
about the WIKADUKE Trail and no one is talking about Rt. 59, Rt. 30 and Rt. 126 and
the 1-55 corridor.

There were no other public comments made.
S. Thomson moved to close the Public Hearing and to return to the regular meeting.
Seconded by K. O'Connell. Vote by roll call. Collins, yes; O'Connell, yes; Swalwell,
yes; Thomson, yes. 4 yes, 0 no, 2 absent. Motion carried.
Public Hearing was closed at 8:00 p.m.
