BURGHARD, ADMINISTRATOR; ALLEN PERSONS, PUBLIC WORKS DIRECTOR; J. TESTIN, COMMUNITY DEVELOPMENT DIRECTOR; L. VAUPEL, ECONOMIC DEVELOPMENT; D. BENNETT, CHIEF OF POLICE. TUTTLE PROPERTY ANNEXATION. Director Testis stated that this is a request for annexation and preliminary platting. The parcel is located north of Walkers Grove on the southside of 127th, to the west of this is Sohol property. One of the design characteristics of both of these properties would be park space that would be located in the northwest comer and would tie in to some open space that would wrap around and come through Prairie Ponds and Nature's Crossing and to the south west area of Walker's Grove. The applicant has identified of this 120-acre parcel, 250 single-family lots, and a density of 2.08. This is a Suburban District and is consistent with the Comprehensive Plan. There was some identification at an earlier date of a 75 fl. lot width, they have changed the previous annexation to require the minimum of 88 ft. to a lot width with 10,000 sq. ft. lot size. Issues identified were landscaping and buffering along 127th Street; Walker's Grove Homeowners Association sent a letter with regard to the design of the detention area. Public Works identified the consideration of a well site on this development. R. Swalwell had concerns with regard to size of lots and houses. Current comprehensive plan is old, and is in the process of being updated. The current zoning laws to not mesh with the existing comprehensive plan. While the plan might show a certain size house in one part of Plainfield, the zoning on that property might not correspond. The zoning ordinance might allow small residential lots, while the comprehensive plan specified much larger one for the same piece of land. He would actually like to see both bigger. Director Testin did note that the plans for the Tuttle farm were in harmony with the existing comprehensive plan. K. O'Connell thought that the developers erred in calculating density for the property as they included 13 acres of detention and land dedicated to an underground natural gas pipeline. If you remove the pipeline land and detention, the density goes higher. Mike Schoppe, Project Designer stated that the numbers would not increase dramatically. Without the proposed 13-acre park, the pipeline or the detention, the density equals 2.68. Ms. O'Connell stated that forty-two percent of your lots are below 11,000 sq. ft. I feel that the development is unbalanced and worry that this development would set a precedent of smaller lots for future developments to the north and west. Plainfield Village Board of Trustees June 4, 2001 I1 Terry Tennant, 25326 Sunderlin Rd. Had concerns about the required notification process before the public hearing. Initially, the only property owners notified were contiguous farm properties. There was no one in Walkers Grove notified. The homeowners of Lots 454 -458 in Walker's Grove subdivision request that the temporary berm in the back portions of the lots be removed and the grad of our lots along with the grade of the Wiseman-Hughes common property, be sloped down to the proposed retention basin. In addition to the ground being sloped, we request that the appropriate measures be taken, which may include a nominal swale, to divert overflow water from the basin away from the Walker's Grove subdivision. Mike Piercy, Director of Land Development with Wiseman Hughes stated that he has worked with staff and the city engineer and noted that the outlets for our storm water management go to the south under normal water conditions through the existing storm sewer. The emergency overflows would be directed during final engineering design to be diverted west to allow for emergency storms to bypass the subdivision and go to Walker's Grove. Administrator Burghard stated that one of the concems, and the Mayor had met with some residents from Walker Grove, in the preliminary engineering, the high water level appeared to be no less than 1 ft. below the topo foundation of some adjoining properties. The residents thought that was too close. He asked the developer that as long as they have not done their final engineering, could they agree in principle to change that so that them is no less than 2 ft. of separation between the high water level and the nearest topo foundation. The developer had no problem looking at that during final engineering so long as we can still drain the facility without being a problem. Tom Daugherty, 25234 Sunderlin. My lot butts up to the Tuttle property. We currently have a berm in our back yard; will this berm be removed either by the Village or by the new developer Wiseman Hughes? There are some flared end sections behind our house put in temporary; will those also be removed? Attorney Welsch addressed the concerns. The berms were placed there by the developer of the subdivision that you live in and was there to address a problem. The Village has requested that we remove the berms. We have some liability concerns. We are not engineering your subdivision, so that whatever problems would occur after that, we would not accept responsibility for that. In trying to be a good neighbor, we will do whatever we can do to address your concerns. Administrator Burghard asked the developer that when this development ties into the 127th Street water line will provide some additional pressure to the Walkers Grove area, can you tell me when I can expect that line to interconnect? Applicant responded that Meadow Lane is part of the first phase. The developers talked about having larger lots in the development would lose open space. Trustee Swalwell again stated that open space and lot sizes are unrelated. He felt we should have the open space, but without the small lots and density. Attorney Ed Welch stated that the developer is trying to give you a creative development. Plainfield Village Board of Trustees June 4, 2001 12 Trustee Swalwell was very leery of approving new subdivisions and other projects without the updated document in place. There were no more public comments made. M. Collins moved to close the Public Hearing and return to the regular meeting. Seconded by K. O'Connell. Vote by roll call. Collins, yes; O'Connell, yes; Swalwell, yes; Thomson, yes. 4 yes, 0 no. Motion carried. Hearing adjourned at 8:45 p.m. Mayor Rock gave the Board a 10 minutes recess at this time.
