The Board of Public Yorks of the City of Richmond, Indiana,
regular session at the office of said Board on Thursday
met in
March ;reg aril, at 9 O'clock A. M. All the members of said

The following proceedings were had, to-v.'it:-
The Board approves the contracts and bonds of Philip Hipskind e,
Sons, for the following named improvements, to -wit: -
for the construction of sanitary sewer in the rear of .lots 2 to ll,
inclusive, Chas, Scoots, Addition, beginning at Linden frill Sub.
Trunk sewer & running south 420 feet, as provided for by Improve-
ment Resolution Ito. 241-191l. Also for the improvement of West 5th
Street, by macadamizing the roadway, & constructing, cement curb,
gutter and sidewalks on both sides of said street, from National
Road to Richmond Avenue, as provided for by Improvement Resolution
No. 24a-19116
The Board approves the contract & bond of Trippeer & Son for the
improvement of North `D` Street, from Doran Bridge to Ft. Wayne
Avenue, by constructing cement curb & gutter except where curb
of good quality already exists, and by paving the roadway with
Townsend Block using cement filler between the points named, as
provided for by Improvement Resolution !!o. 22fi-1910.
A.petitlon was presented, signed by R. G. Leeds, et -al for the
improvement of South 18th Street, from South "A" to "B" Street
by grading & macadamizing the roadway, and cement curb & gutter
on both sides of said street hetween the points named. On motion
of Yr. Zimmerman, the same was referred to the City Civil Engineer
for plans for said improvement with sidewalks included.
A petition was presented, signed by Chase Winkler, for permission
to tap the water line leading to the Water Fountain on South rC■gt
between South loth & llth, Street, on motion Lhe petition was not
granted.
Yr. Nettelton Neff, Sup't. of P, C. C. & St L. Rye CO., Relative
to conditional dedication of driveway from Ft. Rayne Ave., to
North 6th Street, and dedication of certain ground for street &
Park purposea, north of the said railroad tracks and west of
North 8th Street, on condition that Washington Avenue Railway
crossing be vacated. (See papers on file) same was taken under
advisement,

pursuant to postponement to this date the Board meets to hear
all persona interested in the matter of the assessment of
and award of damages on account of the widening of North benefits
described as follows, to -wit, Being a part of Lot No. 31, in
Jesse Iden's , Addition to Richmond, beginning on Lhe south line
of NorthD Street at a point 83.5 feet northwestwardly from pt.
■Wayne Ave: running thence northwestwardly along the present line
of North "D" St,, 40 feet to an angle in said line: thence west.
wardly along the present line of said North ■D■ St,, 24 feet:
thence southeastwardly to the place of beginning, as provided for
by Declaratory Resolution No, 67-19119 The Board after having
again carefully gone over the ground proposed to be appropplated
and carefully considering a remonstrance filed by Florence Be
Dormer owner of Lot No..31, J. Iden's, Addition, the Board decides
that in addition to the sum of $150.00 damages awarded to said
Lot owner, the city will construct a suitable retaining wall along
said lot, and relay the sidewalks in cement where taken up and
damaged on account of said widening, thereupon the Bcard takes
final action on same and approves a final assessnent roll of
damages, confirming the original assessment roll as heretofore
approved, and the Board novel orders the same transmitted forthwith
to the DepartmAnt of Finance.
The Board receive bids for the improvement of South 15th Street,
by constructing cement sidewalks 6 foot wide on both sides of
said street from Main Street to South `V Street, (Except on
west side from "C" to "E" Street where same is already laid with
cement) Also cement curb & gutter on the west side of street rM
