SPECIAL VILLAGE MEETING MINUTES

people in the audience.
At 7:00 p.m. Mayor Rock called the meeting to order. Roll call was taken, Trustee M.
Collins was absent, and all other Trustees were present. Clerk Janik led the pledge to the
flag.
S. Calabrese moved to approve the Agenda. Seconded by J. Cherry. Vote by roll call.
Swalwell, yes; Thomson, yes; Cherry, yes; Calabrese, yes; O'Connell, yes. 5 yes, 1
absent. Motion carried.
GRANDE PARK FINANCING AND INFRASTRUCTURE COSTS.
Finance Director Chris Minick conducted the meeting explaining to the Board specific
costs associated with building Grande Park and the perks planned for the Village. The
proposed 880 acres, a good portion of which will be in Kendall County, would be built
near 127th Street, Heggs, County Line and Stewart roads. The project would feature a
huge park of more than 130 acres, at least one new school and a water storage tower. The
developers will spend more than $3.2 million building a sanitary sewer system, more than
$7.5 million for its water system, more than $4.4 million on roads that either would be
inside the subdivision or along its perimeters and more than $5.7 million on new sewers
to handle the storm water in Grande Park. Also, the developers of Grande Park have
promised $100,000 to create a new political action fund. It would be used to help solve
the traffic problems in the Plainfield area. The money could pay for someone to go to
Springfield and lobby state leaders to build the proposed WIKADUKE Trail. (The costs,
recaptures and recoveries associated with Grande Park Infrastructure are attached to the
minutes and made a part hereof.)
Trustee O'Connell had questions with regard to the actual use of the land and requested
another special session on Grande Park that could be scheduled later in the summer.
Administrator Burghard stated that if the Grande Park Subdivision were built, the Village
would gain road, sewer and water system improvements at essentially no cost to the
taxpayers. In essence, we are using the developer as a bank.
S. Calabrese moved to adjourn the meeting and to go into Executive Session not to
reconvene for the purpose of discussion on property acquisition. Seconded by J. Cherry.
Vote by roll coll. Swalwell, yes; Thomson, yes; Cherry, yes; Calabrese, yes; O'Connell,
yes. 5 yes, 1 absent. Motion carded.
Meeting adjourned to Executive Session at 8:10 p.n'¢.
