OF THE CITY OF ,RICHMOND, INDIANA SERVING AS A •
COMMITTEE IN CHARGE OF THE OPERATION OF THE
RICHMOND POWER AND LIGHT PLANT, AUGUST 21, 1967
The Common Council of the City of Richmond, Indiana serving as a committee in charge
of the operation of the Richmond Power and Light Plant met in regular session in the
Council Chambers in the City Building in said City, Monday, August 21, 1967 at the
hour of 7:00 o'clock p.m. (est). Councilman Backmeyer presiding with the following
members being present: Messrs. Bell, Henn, Hollingsworth, Marino, Paust, Youngflesh
and Yount. Councilman Hilligoss absent, The following business was had to-wit:
111 Councilman Yount moved the minutes of the previous meeting be approved without being
read aloud, seconded by Councilman Paust and on voice vote was carried.
Councilman Hollingsworth moved the following claims and transfers of funds be approved,
seconded by Councilman Bell and on voice vote was carried.
Approve the following:
Bills in the amount of $196,879.35
Interest Coupons on 1953 Revenue Bonds 6,387.50
�1 1 - Payroll 51,911.70

C Transfers from Cash Operating Fund to: -
r Depreciation Reserve Fund t : 36,000.00
Utility Bond Fund 24,102.92
Cash Reserve Fund 50,497.22
Councilman Backmeyer reported that he, Mr. Beck and Mr. Keller made a trip to Indianapolis
August 16th for a meeting with the P.S.C. There seemed to be a misunderstanding of the
date and no meeting was held.
Councilman Marino questioned the Light Plant about furnishing labor for the addressing
of envelopes for mailing the maps of the Master Plan pamphlets. Mr. Beck stated that
IIIthe City had been billed for the actual time for the addressing of the envelopes. Also
there are quite a number of organizations that use the Light Plant mailing list.
It was next noted on the order of business that a decision had to be made on the matter
of the Federal Power Commission Investigation of Indiana and Michigan interconnection
Rates.
After much discussion, Councilman Henn moved that Mr. Beck be authorized to write a
letter directed to Mr. C. T. Quillen, President of the Indiana Municipal Electric
Association Corporation setting out the following:
"The Richmond Power and Light does not wish to be represented collectively
or individually by the law firm of Ely and Sherman in Washington, D.C.
on Federal Power Commission, Docket No. 7273, and Richmond Power and Light
hereby serves notice that it will not be a party. to the billing, collectively
or individually, for legal services by this firm."
Councilman Hollingsworth seconded this motion and on voice vote was unanimously
carried
Mr. Beck stated that he had received a claim filed against the Richmond Power and Light
by registered mail. The claim was filed by the Father of Kenneth Barker who was drowned
near the Johnson Street Station, June 12, 1967. Mr. Beck stated that the claim had been
forwarded to the Insurance Company as directed by the City Attorney.
The next regular meeting of this committee will be September 5th, 1967.
There being no further business on motion duly made, seconded and carried the meeting
adjourned.
