HomeMy Public PortalAbout05-15-1967 • MINUTES OF THE MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA SERVING AS A COMMITTEE IN CHARGE OF THE OPERATION OF THE RICHMOND POWER AND LIGHT PLANT, MAY 15, 1967 The Common Council of the City of Richmond, Indiana serving as a committee in charge of the operation of the Richmond Power and Light Plant met in regular session in the Council Chambers in the City Building in said City, Monday, May 15, 1967 at the hour of 7:00 o'clock p.m. (est). Councilman Backmeyer pre- siding •with the following members being present: Messrs. Henn, Hilligoss, Hollingsworth, Marino, Paust, Youngflesh and Yount. Absent, Bell. The follow- ing business was had to-wit: Coumcilman Youngflesh moved the minutes of the previous meeting be approved without being read aloud, seconded by Councilman Yount and on voice vote was 1111 carried. Councilman Youngflesh moved the following claims and transfers be allowed and paid, seconded by Councilman Yount and on voice vote was carried. Approve the following: Bills in the amount of $153,291.27 Interest Coupons - 1953 Revenue Bonds 75.00 1 - Payroll 47,811.49 Transfers from Cash Operating Fund to: Cash Reserve Fund 56,012.51 Depreciation Reserve Fund 36,000.00 Utility Bond Fund 33,473.35 Mr. Beck presented and read the following: • May 11, . 1967 A. E. Beck General Manager . After the fund transfers are made next week, we will have available for investment from the Cash Reserve Fund an amount of $130,000.00. The best investment at the present time would be U.S. Treasury bills, due December 31, 1967, present yield 3.83%. On approval of the above we will place our order with the Second National Bank. /s/ E. S. Porter Gen. Office Manager Councilman Yount moved the general manager be authorized to invest $130,000.00 from Cash Reserve Fund to purchase U.S. Treasury bills. Councilman Youngflesh seconded this motion and on voice vote was carried. Mr. Beck presented the following tabulation of bids that were opened May 1, 1967. 15 KV OIL CIRCUIT BREAKER NAME MFG. Allis-Chalmers Item I Did not bid 40 weeks Logansport, Indiana Item II 5,975.00 Mr. Beck then explained that Item I bid of the Westinghouse was oversize and could not be accepted although the bid was low. The next and only bid on Item I was that of the Richmond Electric and their bid met with the specifications and Mr. Beck so recommended the bid be approved. Councilman Hollingsworth moved the bid of the Richmond Electric Company for Item I be approved, seconded by Council- man Youngflesh and on voice vote was carried. 25 Light Plant minutes 5/15/67 cont. Mr. Beck made comment on the bids for Item II. The bid of the Richmond Electric Compan* was $37.00 higher than that of .the.Westinghouse 'Electric Supply and both met with specifications. Councilman Marino moved the bid of the Westinghouse Electric Company be approved, seconded by Councilman Hilligoss and on voice vote was carried 7-1. Councilmam Hollingsworth voting nay. Mr. Beck presented praof of publication of'Nntice To Bidders printed in the Richmond Palladium a newspaper of general circulation in the City of Richmond, Indiana on the dates o=f .April 19-26, 1967. Said notice designated that 'sealed bids would be opened an the 15th.day of May, 1967 at the hour of 7:00 P.M. (est) for furnishing the Richmond Power and Light Plant with 336.4 mcm ACSR Conductor111 (Linnet) and Accessories according to specifications on file. 'Mr. Kellerexamined the proof of publication and found the same to be correct and in order.' Councilman Yount moved the proof of publication be received and filed, seconded by Councilman Paust and on voice vote was carried. May 15, 1967 at the hour of 7:00 o'clock p.m. (est) being the date and time designat- ed in said notice to open and read aloud bids received. The following bids were opened and read aloud: ' ,... Richmond Electric Company, Richmond, Indiana, Westinghouse Electric Supply Muncie, cl Indiana, Universal Electric Company, Richmond, Indiana, Economy Electric Company, cr. Indianapolis, Indiana and Graybar Electric Company, Indianapolis, Indiana, f.`ai ,-.:-; Councilman Marino moved the bids be referred to the General Manager for study and ww recommendation, seconded by Councilman Hollingsworth and on voice vote was carried. Mr. Beck presented proof of publication of Notice To Bidders printed in the Richmond Palladium a newspaper of general circulation in the City of Richmond, Indiana on the dates of April 19-26, 1967. Said notice designated that sealed bids would be opened on the dateof May 15, 1967 at the hour of 7:00 p.m. (est) for furnishing the Richmond Power and Light Plant with two (2) Oil Circuit Breakers in accordance with specifica- tions on file. Mr. Keller examined the proof of publication and found the same to be correct and in order. Councilman Yount moved the proof of publication be received and filed, seconded by Councilman Paust and on voice vote was carried. IIIMay 15, 1967 at the hour of 7:00 o'clock P.M. (est) being the date and time designat- ed in said notice to open and read aloud all bids received.. The following,. bids were opened and read aloud: Westinghouse Electric Supply, Muncie, Indiana, Richmond Electric Company, Richmond, Indiana, and Ralph David, Inc. , Logansport, Indiana. Councilman'Yount' moved the bids be referred to the General Manager for study and recommendation, seconded by Councilman Hilligoss and on voice vote was carried.' Mr. Beck brought to the attention of Council that an ordinance had been prepared for the purchase of ground near the Hodgin Road for the installation of new sub station. It is desired that this ordinance be passed before June 6th as the option for this ground terminates then. Councilman Marino moved this body go on record • . of approving the purchase of the land as described in the proposed ordinance. Councilman Paust seconded this motion and on voice vote was carried. • Mr. Beck reported that the new East Sub-Station was now in operation and performing very well. • Mr. Beck stated that there is need for replacement of two cars and a truck and wanted - authorization to advertise for the vehicles needed. Councilman Marino moved the- • General' Manager be authorized to prepare the advertising to receive bids, seconded IIIby Councilman Yount and on voice vote was carried. Mr. Beck reported that the Whitewa'ter .Valley. Station maintenance program was on schedule and said station should be on the line June 1, 1967. ' Each councilman was invited to make a tour of the South 8th Street office to examine the same both inside and outside. ' There is need of giving this building a face lifting both inside and outside. This matter will be brought up at the next meding as to how much money should be spent to make the premises presentable.
