At 7:21 p.m. President Rock called the Public Hearing to order on the Issuance of Bonds
for the Second Wastewater Treatment Plant.
Director Minick stated that the purpose of this hearing is to receive any public comment
regarding the proposed issuance of $18,000,000 of alternate revenue bonds for the
purpose of constructing the second wastewater treatment plant.
The plant is serving two functions: providing additional sewage capacity for growth, and
allowing the Village to achieve compliance with ammonium nitrate standards as
promulgated by the EPA. Current cost estimates for the new wastewater treatment plant
are approximately $18,000,000. The Village Board has chosen to allocate a portion of
the costs of the new plant to current customers of the sewer treatment plant because of
this transfer of treatment capabilities.
Sam Slocum, resident on Creekside Drive questioned the issue of growth and would the
new Wastewater Treatment Plant provide for the added growth or would it be out of
space soon after built. His question was responded to by Director Persons and
Administrator Burghard and did assure him that we would have the added capacity that is
needed and would allow for growth.
There were no further questions from the public.
S. Rathbun moved to close the Public Heating and return to the regular meeting.
Seconded by J. Cherry. Vote by roll call. O'Connell, yes; Rathbun, yes; Smolich, yes;
Calabrese, yes; Cherry, yes. 5 yes, 0 no, 1 absent. Motion carried.
