HomeMy Public PortalAbout04-03-1967 17 MINUTES OF THE MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA SERVING AS A COM^MITTEE IN CHARGE OF THE OPERATION OF THE RICHMOND POWER AND' LIGHT PLANT, APRIL 32 1967 The Common Council ofthe City of Richmond, Indiana -serving as a committee in charge of the operation of the Richmond Power and Light Plant met in regular session `in the Council Chambers in the City Building in said City, Monday, April 3, 1967 at the hour of 7:00 o'clock"p,m. (est) . Councilman Backmeyer presiding with the: ' following members being present: Messrs, Bell, Henn, Hilligoss, Ho1'lingsworth,. Marino, Paust, Youngflesh and Yount. The following business was had to-wit: 111 Councilman Marino moved the minutes of the previous meeting be approved without being read aloud, seconded by Councilman Youngflesh and on voice vote was carried. Councilman Yount moved the claims be allowed and paid, seconded by Councilman Bell and on voice vote was carried. Approve the following: Bills in amount of S112,347.82 Payment of Int. Coupons - 1953 Revenue Bonds 588.75 1 Payroll 47,607.93 Cq Chairman Backmeyer set the date of April 10, 1967 for a meeting of the Council:to CQ be held in the service building of the Whitewater Station. MO Mr. Beck presented proof of publications of Notice To Bidders' printed, in, the Richmond Palladium-Item, a newspaper of general circulation in the City of Richmond, Indiana, on the datesof March 22 - 29, 1967.' Said notice designated that on the 3rd day of April 1967 bids would be received, opened, and read aloud, for furnishing Automatic Voltage Regulators as per specifications on file. The proof of publications were examined and foumd to be correct and in order. Councilman Yount moved the proof of publications be received and filed, seconded by Councilman Paust and on voice -vote was carried. April 3, 1967 being the date designated to cpen and read- aloud. bids..received.' ' The following bids were opened and read aloud: Richmond Electric Company Richmond,' Indiana Westinghouse Electric Company Muncie, Indiana Ralph David, Inc. Logansport, Indiana Councilman Marino moved the bids be referred to Mr. Beck for tabulation and recommendation, seconded by Councilman Hilligoss and on voice vote was carried. - Mr. Beck presented proof of publication of Notice To Bidders printed in the Richmond Palladium-Item, a newspaper of general circulation in the City of Richmond, Indiana, on the dates of March 22 - 29, 1967. Said notice designated that sealed bids would be received, opened and read aloud on the date of April 3, 1967 for furnishing Automatic Circuit Reclosers, complete with mounting frame, adjustable timing controls and accessories as required per specifications on file. The proof of publications were examined and found to be correct and in order. Councilman Yount moved the proof of publications be received and filed, seconded by Councilman Paust and on voice vote was carried. • April 3, 1967 being the date designated to open and read aloud all bids received. The following bids were received, opened and read aloud: • 'Line Materials Industries Milwaukee, Wisconsin Richmond Electric Richmond, Indiana Westinghouse Electric Company Muncie, Indiana Councilman Yount moved all bids be referred to Mr. Beck for tabulation and recommenda- tion, seconded by Councilman Paust and on voice vote was carried. Mr. Beck reported that plans and specifications were prepared forbids on Varnished Cambric and Lead Cable. Councilman Hilligoss moved the General Manager be authorized to prepare the proper advertising to receivebids for the above material May 1, 1967. Councilman Bell seconded the motion and on voice vote was carried. 1 YM.i R.P.& . minutes 4/3/67 cont. Mr. Beck reported that plans and specifications were prepared for bids for Two (2) 0i1 Circuit Breakers, 15 KV. , Councilman Hilligoss moved the General Manager he authorized to prepare the advertising to receive bids for the above material May 1, 1967. Councilman Bell seconded this motion and on voice vote was carried._ Mr. Beck advised Council that the following schedule would be followed at the, Whitewater. Valley Station during the shut down for inspection purposes: April 14, 1967_ -the 33 MA. unti will be taken off the line for an estimated six weeks out- age. During the shut down, the turbine will be dismantled as well as the generator and auxiliaries for inspection under the supervision of a qualified engineer. There will be a replacement of one half of dust collector under the supervision. of a qualified engineer. The numbers 1 and 2 coal conveyor belts will he re- placed. The boile.r furnace, tubes and baffles will be inspected and three complete sets of burner tile assemblies will be replaced. All three pulverizers will be dismantled. and will be repaired if necessary. The air preheaters will be washed, new seals installed and the baskets reversed. The coiling tower will be drained and the basin cleaned. The river pump house basin, the circulating pump house basin, the river intake frog and the settling man hole at; the river will be drained and inspected. Plans. for the Johnson Street Station during the outage is to carry base load of 25 M.W. around the clock, except for Sundays, when we will drop to 22 M.W. beacuse of the anticipated system load. Numbers 1. and 4 Turbines to be used and numbers 1, 4 and 5 boilers will be used. Ample noti- fication will he given the I-M Company requesting 33 M.W. maintenance power. on 24 hour 'basis during the outage. Mr. Beck stated that he would make recommendations on the future of No. 2 Turbine which is a 10,000 K.W. unit and hasn't been on the line for the past 3 years.
