MINUTES OF THE MEETING OF THE COMMONCOUNCIL '
OF THE CITY OF RICHMOND, •INDI-ANA. SERVING AS A
COMMITTEE IN:CHARGE OF. THE;. OPERATION OF THE ,
RICHMOND POWER AND LIGHT PLANT, MARCH 20. 1967
The Common Council of the City of Richmond, Indiana serving: as, a committee, in charge
of the operation of the Richmond. Power and Light Plant met in regular session in the
Council Chambers in the City Building in said City, Monday, March 20, :1967 .at .the
hour of 7:00 o'clock p.m. (est). Councilman Backmeyer presiding with the. following
members being present: Messrs. Bell, Henn, Hilligoss, Hollingsworth, Marino,
Paust, Youngflesh and Yount. The following business: was had to-wit:,'
Cpuncilman Marino moved the minutes of the previous meeting be approved without
being read aloud,, seconded by Councilman .Bell . and on voice vote ..was:,carried.
Councilman Marino moved the following be allowed and paid, seconded by,Councilman
Yount and on voice vote was carried:
Approve the following:
Bills .in the amount of • . $136,605.65
1 Payroll 47,109.19
Transfers. from Cash Operating Fund to:
Cash Reserve Fund 106,035.17
Depreciation Reserve Fund 36,000,00
Utility Bond Fund 24,377.52 ' .
Mr. Beck.reported that a meeting date with the .R.E.M.C. ,officials had been:" set for
March 31, 1967. to discuss the proposition prepared for the purchase of customers
on N.W. '"I.". Street and in the new Buchholtz Addition.

After the fund transfer next Monday night, we have `an:amount of $110,000.00
available: for investment from the 'Gas,h Reserve ,Fund
The best investment at this time would be U.S, Treasury bills, maturing December
31, 1967, present yield 4.17%.
On approval of the 'above, we will'.place '-our order with the Second National Hank.

Councilman Youngflesh moved the General Manager' be authorized to- make investment of
$110,000.00 -from the CashReserve Fund topurchase U.S. Treasury Bills, maturing
December 31, 1967. Councilman Yount .seconded this•.moti,on and on -voice vote .was
carried.
Mr. Beck reported that plans and specifications were now prepared for 3 AUTOMATIC .
VOLTAGE REGULATORS AND 3 AUTOMATIC CIRCUIT RECLOSERS, COMPLETE WITH MOUNTING FRAME,
ADJUSTABLE TIMING CONTROLS:'AND ACCESSORIES AS REQUIRED, which is equip sent to, be
used in the 3 new substations. Councilman Hollingsworth moved{theGene.ral Manager
be authorized to advertise for bids for this equipment and further the date of
April 3, 1967 be the date, set for receiving bids. Councilman Yount:',seconded this
motion and on voice vote 'Was carried.
Mr. Beck reported that plans and specifications are now prepared .for 13,000 volt and
4,000 volt cable to serve the three new substations. Councilman Yount moved the
General Manager be authorized to advertise for bids for 13,000 volt and 4,000 volt
cable and further the date -of April 17, 1967 be the date set for ,receiving bids.
Councilman Youngflesh seconded this motion and on voice vote was carried.
Mr. Beck reported that a recent inspection was made by an insurance inspector
of No. 2 Boiler located at Johnson Street Station. The inspector reported that
this boiler was in need of replacing tubes which showed much wear. Mr. Sommers
made an estimate of $5,000.00 or more to replace the tubes. The future operation
will be to use the usable parts, from 'No. 2 Boiler 'for No. 3 Boiler.

Attached is a list of work orders showing the original costs in connect'
ion with the installation of #2 Boiler at Johnson St. Station.
This work was ' started in September 1931 and completed in July 1933. This
equipment has been completely depreciated on our books and should be retired
from service.-
The above book entries when made will reduce #101 account, Utility Plant
in service by the amount of $91,854.05, and also #312-1 'Boiler Plant. Equip-
ment et Johnson Street. It will also effect a monthly reduction in #403 Dep-
reciation Expense account shown on page 4 of the monthly report.

Work started in September 1931 and completed in July 1933.
Councilman Marino moved that No. 2 Boiler be removed from the records which
will reduce #101 account, Utility.Plant in service by the amount of $91,854.05
and also #312-1 Boiler Plant Equipment at Johnson Street. Councilman Younge
flesh seconded this motion and on.voice vote was carried.
Mr. Beck reported that two representatives from the Federal Power Commission
to make inspection of operating records of the Richmond Power and Light.
. The statement was made that the only interest of their investigation was that
of whether the Indiana-Michigan was making too much money on the rate charged
in the interconnection contract.
Mr. Beck reported that Mr. Gaylord Etherton presented a proposition to rent the
ground south of :the 'generating building and service building of the Richmond
Power and Light for the amount of $420.00 per year. The area involved contains
approximately 35 acres and is grown up in weeds. After much discussion, .
Councilman Yount moved this matter :be presented to the Executive Board members
to make study and if found to be for the best interest of the Richmond Power ..
and Light, that they be given authorization to enter into a contract with
Mr. Etherton for rentalof the ground on a yearly basis. Councilman Marino
seconded this motion and on voice vote was carried. -
There being no further business on motion duly made, seconded and carried111
