SMOLICH, J. CHERRY, M. COLLINS, K. O'CONNELL, S. CALABRESE. BOARD ABSENT: MAYOR ROCK; S. RATHBUN. OTHERS PRESENT: H. HAMILTON, ENGINEER; S. JANIK, CLERK; J. HARVEY, ATTORNEY; A. PERSONS, PUBLIC WORKS; J. TESTIN, COMMUNITY DEVELOPMENT DIRECTOR; L. VAUPEL, ECONOMIC DEVELOPMENT DIRECTOR, T. L. BURGHARD, VILLAGE ADMINISTRATOR. Hearing opened at 7:31 p.m. PRAIRIE PONDS: Director Testin told the Board that the property is located on the north side of 135th just west of Nature's Crossing. The applicants have proposed on 75 acres is 115 units of single family residential subdivision. This is in the Estate District and the density identified is 1.59 dwellings units per acre. Minimum lot size proposed is 12,000 sq. ft. This is along 135th and the applicant has identified that they are proposing to improve the northern half of the road upon issuance of 80% of the building permits. Due to the relatively short street frontage of the project, it may make more sense for the applicant to construct full improvements to 135th and seek recapture. A traffic impact or improvement fee of approximately $200.00 per home is suggested. At Plan Commission meeting, the existence of mature trees along the southeast property line were identified. Staff and Plan Commission recommended the applicant work to save these trees if at all possible. A single-family residence on a flag lot adjacent to the western edge of the project was identified, and the Plan Commission stipulated the applicant work with the property owner to accommodate his property. Public Works has identified the need for a well site within the area. Jolm Philipchuck, Attorney for Isenstein-Pasquinelli, Contract Purchasers of the property was present and as a result of the Plan Commission report they have proposed amendments to the agreement that would be in keeping with the improvement of 135th Street; recognize the $200 traffic improvement fee with the construction of each home. They will work with the Public Works Department to see if there is a suitable location for a well site, and we have made corrections to the agreement to reflect the fact that there is the 31-ft. back to back of curb pavement of width except in the cul-de-sacs. We have been in contact with the adjacent property owner. Also we have changed that the improvement of 135th Street shall be started before the 50th building permit is issued. We also agreed to work with the Village on upsizing a bypass sewer on the 135th Street line Plainfield Village Board of Trustees November 6, 2000 10 in the way of contributing $200,000. A letter was received from the Park District this morning stating their issues on the planned subdivision. John Wilson, representative from the Park District explained to the Board that a critical factor of the park would be ingress and egress to points west. The park space needs to be open to the western subdivisions Nature's Crossing and Walkers Grove. The path would connect to a bike path built on land the Plainfield Park District owns just to the north. If completed, the subdivision path would be part of a 125-acre "passive -use" park. Rich Dombromski, adjacent property owner stated that he had no concerns with the development. He hopes to have a documented understanding to accommodate his property. Bill Pater, Nature's Crossing resident questioned the developer regarding the square fee of the lots, size of homes to be built and prices of the homes. Also was concerned about a traffic impact on Blakely Drive. There were no other public comments. R. Smolich moved to close the public hearing and return to the regular meeting. Seconded by M. Collins. Vote by roll call. Calabrese, absent; Cherry, yes; Collins, yes; O'Connell, yes; Smolich, yes. 4 yes, 0 no, 2 absent. Motion carded. Hearing adjoumed at 8:05 p.m.
