CARROLL, PLANNER; L. VAUPEL, ECONOMIC DEVELOPMENT DIRECTOR; T. L. BURGHARD, VILLAGE ADMINISTRATOR; C. MINICK, FINANCE DIRECTOR; D. BENNETT; CHIEF OF POLICE. 2000 TAX LEVY. Meeting opened at 7:04 p.m. Director Minick stated that the Ordinance reflects a proposed property tax request of $1,544,031 for the total property tax levy, consisting of an operating component of $1,425,000 and a bond and interest component of $119,031. The total Village property taxes extended for 1999 were $1,256,676. The recommended 2000 property tax levy is approximately $287,000 greater than the 1999 property taxes. This represents an increase of approximately 23%. $260,000 of this increase is attributable to new property in theVillage. Excluding the new property component, the increase is approximately 2.15%. I am projecting that Village tax rate will decline for the 13th straight year. Since 1988, the Village's tax rate has declined from $1.4409 to $.5580 for the 1999 tax levy. I am projecting that the Village's tax rate will decrease to $.5390. If my projection is accurate, the tax rate will have declined by over 62% in that 13-years period. The Village Board has been proactive in refinancing bond issues to save money for the taxpayers of the Village. The most recent refinancing was completed last year and is reflected in the 1999 tax rate. That refinancing helped contribute to a 10-cent decrease in the Village tax rate between 1998 and 1999. Growth also plays a role. As the Village grows, the burden of property taxation is spread to a larger and larger group of taxpayers. There were no other public comments. R. Smolich moved to close the Public Hearing and return to the regular meeting. Seconded by S. Calabrese. Vote by roll call.
