STAFF: SUSAN JANIK, CLERK; T. L. BURGHARD, ADMINISTRATOR, J. HARVEY, ATTORNEY, DON BENNETT, POLICE CHIEF, ALLEN PERSONS, PUBLIC WORKS DIRECTOR, JIM TESTIN, COMMUNITY DEVELOPMEKT DIRECTOR AND CHRIS MINICK, FINANCE DIRECTOR. TRUSTEE THOMSON WAS ABSENT. OSWEGO VILLAGE BOARD PRESENT: C. WEBER, D. KRAHN, C. PAJOR, B. ROCK, W. SANDERS, J. V ANDERLINDE\1, T. WIGGER. STAFF: C. HANSEN, VILLAGE ADMINISTRATOR; D. STRONG, VILLAGE CLERK; J. WEAVER, PUBLIC WORKS DIRECTOR AND D. SILVERMAN, ATTORNEY. At 7:00 p.m. Mayor Craig Weber called the meeting to order, and led the pledge to the flag. A round the table introduction took place. This meeting was arranged to begin talks about each community's respective future territories. Both towns are experiencing huge residential growth with large impacts on school districts. Jim Testin, Community Development Director from Plainfield and Carrie Hansen, Administrator from Oswego informed each community of their goals, boundary agreements with other surrounding areas, future land use, taxing districts, WIKADUKE alignment and school district impact fees. The following major items were discussed: . Open space corridors between the two towns. Should this open area be forest preserve, recreation and/or conservation areas? . WIKADUKE Trail. The alignment is very important in pursuing land use in the corridor and especially Collins Road realignment. . School Transition fees. Oswego School officials have persuaded most of the communities within the district to adopt an impact fee solely for building new schools. Plainfield has not yet adopted the fee, but the Trustees are genuinely supportive. Plainfield would like Joliet and Kendall County to impose the fee. As a compromise it was suggested that Plainfield impose the fee in northern annexations nearest Oswego. . FP A Amendments for our southern area. . Interconnection of bike trails/greenways. . Commercial note development. Both Mayor Weber and Mayor Rock felt it important for the two communities to have compatible plans for growth, the schools and the WIKADUKE Trail. The staff from Plainfield and Oswego will meet monthly and bring back information, ideas and proposed agreements to each respective Board. The meeting adjourned at 8 :20 p.m.
