BOARD ABSENT: RSWALWELL OTHERS PRESENT: S.JANIK, CLERK; J.HARVEY, ATTORNEY; M.GARRIGAN, PLANNER; APERSONS; PUBLIC WORKS DIRECTOR; C.MINICK, MANAGEMENT SERVICES DIRECTOR; S.LARSON, ENGINEER; D.BENNETT, CHIEF OF POLICE; M.GIBAS, RECORDING SECRETARY; AND T.L. BURGHARD, ADMINISTRATOR TAX LEVY 2002-2003 Mayor Rock called the meeting to order at 7:07 p.m. Present roll call stands. Mr. Chris Minick, Management Services Director, explained that the Ordinance reflects a proposed property tax increase of $2,318,925 for the total property tax levy, consisting of an operating component of $2,200,000 and a bond and interest component of $118,925. This amount represents roughly a 27% increase over the prior year's levy and is due almost entirely to growth and annexation of new property in the Village. Without any new growth or new property, the increase in the levy would only be $27,000 or approximately 1.5%. Even with the large increase in the dollar amount of the levy, the rates will decline for the 15th straight year. The Village portion of the of a property owner's tax bill is roughly 7%. Administrator Burghard pointed out that out of this year's total budget of some $43.5 million dollars, real estate taxes pay less than 5.35% of the total budget. The revenue to operate the Village only 5.35% comes out of real estate taxes, the remainder comes out of sales taxes, impact fees, and other intergovernmental revenue. There were no Public Comments. Trustee Thomson moved to close the Public Hearing and return to the regular business meeting. Seconded by Trustee Calabrese. Vote by roll call. O'Connell, yes; Thom,son, yes; Cherry, yes; Calabrese, yes; Collins, yes; Swalwell, absent. 5 yes, 0 no, 1 absent. Motion Carried.
