COMMITTEE IN CHARGE OF THE OPERATION OF THE RICHMOND POWER AND LIGHT PLANT, SEPTEMBER 6, 1966 The Common Council of the City of Richmond, Indiana serving as a committee in charge of the Richmond Pitwer and Light Plant, met in regular session in the Council Chambers - in the City Building, Tuesday, September 6, 1966 at the hour of 7:00 o'clock p.m. (est). Councilman 'Hilligoss presiding with the following members being present : • Messrs. ' Backmeyer, Bell, Henn, Hollingsworth, Marino, Paust and Yount., Councilman Youngflesh being absent. The following business was had to-wit: ' Councilman Marino moved the minutes of the previous meeting- be approved without being read aloud, seconded by Councilman Yount and on voice vote was carried. Councilman Bell moved the claims as follows be allowed and paid, seconded by Council- man Yount and on voice vote was carried. Approve the following: • Bills in the amount of $103,376.11 Payment of Interest Coupons oupons - 1953 Revenue Bonds • 288.75 • 1 - Payroll 47,529.5P Chairtana.Hilligos.s reported that the storm in the month of July, 1966 caused $3,422.00 damage. Chairman Hilligoss stated that there will be a called meeting of the members of this Board September 15th to be held in the Service Building. - • Mr. Beck presented the following tabulation of bids-received August 15, 1966 for Switchboard for High. Zobel Co. $14,.131.00 . 12 to 14 weeks- Southfield, Michigan I - • • Harlo Corporation - . n3,I78.00 ,16 weeks ' Grandville, Michigan:: - - • Mr. Beck stated -that the bid of the Barb Corporation met all specifications and was - the lowest 'and.best bid and so recommended the bid in the sum of 113,178.00. - Councilman Yount moved the Board 'c.oncur in the .recommendation of the General Manager, seconded by Councilman Bell and on voice vote was carried. Mr. Beck reported that ,the Electric Heating for Schools rates have 'been revised and 3 that he would like. 'to have authorization froni this Board to file the same with-the; P.S.C. Councilman Backmeyer moved the General Manager be authorized to file the' re- vised Electric Heating ,Rates for Schools with the P.S.C. for approval, seconded by - Councilman Bell and On-voice vote was carried. • • Mr. Beck stated that the Richmond Power and Light now has a competitive product to present to the Richmond Community School Board for their consideration when bids are received for heating of schools. After much discussion Councilman Backmeyer moved that this Board meet with the Richmond Community School Board as 'soon as possible after the approval of the new • "EHS" and request that-the- new rates be considered in the future building program of said. Richmond Community Schools. Richmond Power and Light Plant met in regular session in the Council Chambers in the City Building, Monday, August 15, 1966 at the hour of 7:00 o'clock p.m. (est). Councilman Hilligoss presiding with the following members being present: Messrs. Backmeyer, Bell, Henn,_ Hollingsworth, Marino, Faust, Youngflesh and Yount. The following business was had to-wit: Councilman Yount moved the minutes of the previous meeting be approved without being read aloud, seconded by Councilman Bell and on voice vote was carried. Councilman Yount moved the following claims be allowed and paid, seconded by Councilman Bell and on voice vote was carried: Approve the following: Bills in the amount of $138,759.10 Payment of Interest Coupons - 1953 Revenue Bonds 1,412.50 1 - Payroll 47,897.70 Transfers from Cash Operating Fund to: Dtility Bprid. Fund 24,670.62 Cash Reserve Fund 65,924.88 Depreciation Reserve Fund 36,000.00 • Mr. Beck presented the following and read aloud: August 10, 1966 A. E. Beck General Manager Our records show that there is an amount of $64,213.97 in the Cash Reserve Fund as of July 31st. After transfer of one-half of the July income next week, there will b e an additional amount of $65,924.88, making a total of $3130,138.85. Therefore, we recommend purchase of $130,000.00 in U.S. Treasury bills, maturing December 22, 1966, to yield 4.7%. Also, the Consumers° Deposit Fund shows a balance of $11,927.73. We recommend that $7,000.00 of this amount be invested in U.S. Treasury notes, 4a%, maturing in May 1967, presently quoted at 99.8, to yield 54%. On approval of the above we will place our order with the Second National Bank. /s/ El S. Porter Office Manager Councilman Backmeyer moved this body concur in the above recommendation and further the General Manager be authorized to make the investments. Councilman Youngflesh seconded this motion and on voice vote was carried. Mr. Beck presented the following tabulations of bids received August 1, 1966. Mr. Beck stated that the bid of the Westinghouse Electric was in order and is the lowest and best bid; therefore he so recommended the bid of the Westinghouse Electric for the Okonite (Okogard-Okoseal) in the sum of $7,028.41. Councilman Yount moved this body concur in the recommendation of the General Manager, • seconded by Councilman Hollingsworth and on voice vote was carried. Mr. Beck presented proof of publication of Notice to Bidders printed in the Richmond Palladium-Item on the dates of July 20-27, 1966. Said notice designated that sealed proposals would be received on the date of August 15, 1966, at the hour of 7:00 o'clock . , p.m. (est) for furnishing the Richmond Power and Light with one switchboard according 'to specifications on file. Mr. Keller examined the proof of publication and found the same to be correct and in order. Councilman Marino moved the proof of publication be received and filed, seconded by Councilman Bell and on voice vote was carried. August 15, 1966 at the hour of 7:00 o'clock p.m. (est) being the date and time to open and read aloud sealed proposals received. The following proposals were received and read aloud: Harlo Corporation, Grandville, Michigan Electra Engineering and Sales, Inc., Indianapolis, Indiana W. D. Zobel Company, Southfield, Michigan Ideal Electric and Manufacturing Company, Mansfield, Ohio Councilman Youngflesh moved the proposals be referred to Mr. Beck for tabulation and recommendation, seconded by Councilman Marino and on voice vote was carried. Mr. Beck presented a revised schedule of the reduction in rates "A.E.H." - All Electric,/ Homes and requested authorization to file the same with the P.S.I." Councilman Yount moved that authorization be granted to Mr. Beck to file the new schedule of rates for "A.E.H." with the P.S.I. This motion was seconded by Council,' man Backmeyer and on voice vote was carried. Mr. Beck presented a revised schedule of the reduction in rates "EH" Electric Space " Heating and requested authorization to file the same with the P.S.I. ,. Councilman Youngflesh moved that authorization be granted to Mr. Beck to file the new rate schedule .for "ER" with the P.S.I. This motion was seconded by Councilman Yount IIIand on voice vote was carried. Mr. Beck stated thathe would review the rate of electric heating for schools that was requested by Mr. Jack Turnbaugh. .
