MINUTES OF THE MEETING OF THE COMMON COUNCIL
OF THE CITY OF RICHMOND, INDIANA SERVING AS A
COMMITTEE IN CHARGE OF THE OPERATION OF THE
RICHMOND POWER AND LIGHT PLANT, JULY 5, 1966
The Common Council of the City of Richmond, Indiana serving as a committee in chare of the
operation of Richmond Power and Light Plant, met in regular session in the Council Chambers
in the City Building in said City, Tuesday, July 5, 1966 at the hour of 7:00 o'clock p.m.
(est). Councilman Hilligoss presiding with the following members being present: Messrs.
Backmeyer, Bell, Henn, Hollingsworth, Marino, Faust, Youngflesh and Yount. Absent, none.

Councilman Bell moved the reading of the/previous meeting be dispensed with seconded by
Councilman Youngflesh and on voice vote was carried. Councilman Yount moved the• following
claims be allowed and paid, seconded by Councilman Marino and on voice vote was carried.
Approve the following:
Bills in the amount of $115,066.03
1 - Payroll 43,980.05
Councilman Backmeyer gave the following report of contributions from Richmond Power & Light

The 1966-1967 dividend to the city is $125,032.24 higher than last year, a 17% increase.
Increase in the tax rate savings of 0.169 cents more than last year.
Councilman Yount commented that the city should keep in mind that next year the plant will
be hard pressed to maintain these figures due to increases in coal costs, salaries and
etc.
Chairman Hilligoss read the following:
FEASIBILITY STUDY
For several meetingswe have discussed having a feasibility study. The Black and
Veatch report dealt with expanding generation and obtaining a new contract for purchased
power. We obtained a new purchased power contract effective January 1, 1966.
After interviewing consulting firms, checking references and the proposed scope in
detail, Sanderson and Porter were selected. This feasibility study- will provide answers
to the following questions:
1. Can Richmond Power and Light continue to operate in the future as it has
in the past? If it can, should it do so? Essentially, these questions
resolve themselves into whether or not municipal generation can or should
be continued in the light of, among other considerations, advancing tech-
nology and regional power grid planning by neighboring utilities.

2. In well-defined terms and standards of measurement, what is the present
value of Richmond Power and Light to the Community, and what may its
future value be as a result of alternate considerations and recommendations
developed in the course of the study?
3. What alternatives are available in the future to Richmond Power and Light
with respect to: electric generation; purchased power; the combination
of generation and purchased power; the retirement of equipment; or the
partial or complete dale of Richmond Power and Light to a neighboring utility?
4. Are there improvements to the operation of Richmond Power and Light which
are economically feasible?

Sanderson and Porter will not be considered eligible for any design, engineering .or
construction that may come as a result of this study. The maximum cost is to be
$36,500, however they estimated it would run from $30,000 to $32,000 for the complete
report.
A contract between the City of Richmond, Indiana and Sanderson and Porter had been pre-
pared and Councilman Yount moved that each member of Council sign this document, second-
ed by Councilman Bell. A roll call was taken on the motion and the following vote was
recorded:' Ayes, Backmeyer, Bell, Henn, Hilligoss, Marino_, Paust, Youngflesh and Yount.
Nayes, Hollingsworth. The vote being declared 8-1 in favor of the motion.
Mr. Beck reported that the KW peaks that have been recorded for the system shows that
there is an immediate need for the purchase of capacitors to keep the voltage upl
Specifications have been prepared and it is desired that bids be received August 1,
1966. Councilman Yount moved the General Manager be authorized to receive bids on
the 1st day of August, 1966 for capacitators according to specifications on file.
Councilman Marino seconded this motion and on voice vote was carried.
Mr. Beck reported that the sub-station located at Henley and. Backmeyer roads is
over-loaded due to the new shopping centers and it is desired that a new sub-station
be located near Elks Road and East Main Streets. Mr. Beck has located lots that are
approximately 14,164 sq. ft. of area located on North 35th Street, owned by Elsie
Wright and can be obtained for $4,000.00. Councilman Marino moved the General Manager
be authorized to make purchase of this land for a new site for a sub-station,
seconded by Councilman Henn and on voice vote was carried. -
Mr. Beck reported that the Public Service' Commission had approved the new Residential
Rate Schedule and is effective as of July 1, 1966. The PSC also had approved the
Large Power Rate schedule and.will be effective August 1, 1966.
Mr. Rogosch of the General Telephone Company complimented the aid that was given
during the outage of telephone service to' Reid Hospital due to a severe storm. Mr.
Rogosch also explained that the new building on Chester Blvd. should be completed
at the end of the year 1968.
There being no further business presented' on motion duly made, seconded and carried
