MINUTES OF THE MEETING OF THE COMMON COUNCIL
. OF THE CITY OF RICHMOND, INDIANA SERVING AS A
COlIITTEE IN CHARGE OF THE OPERATION OF THE
RICHMOND POWER -AND LIGHT PLANT, MAY 16, 1966
The Common Council of the City of Richmond, Indiana serving as a commitee in charge of
the operation of the Richmond Power and Light Plant met in regular session in the
Council Chambers in the City Hall in said City, Monday, May 16, 1966 at the hour of
7:00 o'clock p.m. (est). Councilman Hilligoss presiding with the following members
being present: Messrs. Backmeyer, Bell, Henn, Hollingsworth, Marino, Paust, Youngflesh
and Yount. The following business was had to-wit:

Thereteing no corrections or additions to the minutes of the meeting of May 2, 1966,
Councilman Marino moved the minutes be dispensed with, seconded by Councilman Backmeyer
- and 'on voice vote was carried.
Councilman Baust moved the following claims be allowed and paid, seconded by Councilman
Yount and on voice vote was carried.
Approve the following: •
Bills in the amount of $111,691t.514
1 - Payroll 1�2,932.72
Payment of Interest Coupons - 1953 Revenue Bonds 150.00
Councilman Backmeyer moved the following transfers from Cash Operating Fund' to the
following funds, seconded by Councilman Yount and on voice vote was carried:
Utility Bond Fund • $ 2t4, 920.63 -.
Cash Reserve Fund. .85,190.25
Depreciation Reserve Fund • - 36,000.00 •
Mr. Beck presented the tabulation of bids- received May 2,' 1966 for furnishing Transmission
Poles.

• Mr. Beck recommended the bid of the Westinghouse Electric Supply. CouncilmanNa'cino
moved this Body concur in the recommendation of Mr. Beck, seconded by Councilran .
Hollingsworth and on voice vote was carried. •
Mr. Beck presented the tabulations of bids received on May 2, 1966 for furnishing 69
KV Horizontal Post Insulators.

Mr. Beck recommended the bid,of the Cory, Crum & English. Councilman Hollingsworth
moved this Body concur in the recommendation of.Mr. Beck, seconded by Councilman
Marino and on voice vote was carried.
Mr. Beck presented the tabulation -of bids received on May 2, 1966 for furnishing Street

Note : The General Electric and Universal Electric bids were not equivalent to the
specifications requested. .

Richmond Electric also included in their bid a lump sum of $52,200.00 for Items
I to VI.
The General Electric Supply and Universal Electric bid on 60,000 ft. Aluminum Cable
#4, Item VI, was not equivalent to the specifications.
Mr. Beck reported that the Richmond Electric lumo sum bid of ;52,200.00 met all
specifications and recommended the bid be accepted. Councilman Marino moved this
Body accept the bid. of the -Richmond. Electric, seconded by Councilman Youngflesh
and on voice vote was carried.
Mr. Beck presented proof of publication of Notice to Bidders printed in the Richmond
Palladium-Item, a local newspaper of general circulation in the City of Richmond,
Indiana on the dates April 2o - 27, 1966. Said notice designated the date of May
16, 1966 at the hour of 7:00 o'clock p.m. (est) sealed proposals would. be opened
• and read aloud for furnishing 69 KV Wire and Hardware. The proof of publication •
was examined by City Attorney Keller and was found to be in order and correct.
Councilman Yount moved. the proof of publication be received and filed, seconded
by Councilman Youngflesh and on voice vote was carried.
May 16, 1966 at the hour of 7:00 o'clock' p.m. (est) being the date and time
designated to op_ en sealed. proposals received. The following proposals were opened •
and read aloud:
Graybar Electric, Indianapolis , Indiana; General Electric Supply Indianapolis,
Indiana; Westinghouse Supply, Muncie, Indiana; Richmond Electric, Richmond, Indiana;
Universal Electric, Richmond, Indiana.
Councilman Bell moved that all proposals be referred. to Mr. Beck for study and
tabulation, secondedbby Councilman Marino and on voice vote was carried.
Mr. Beck reported that there will be an increase of approximately 200 per ton for
coal which will increase the coal for one year between $30,000.00 and $35,000.00
Mr. Beck reported that the Residential Rate schedule had been filed with the
Public Service Commission.
No report was given on the rroposed rate for larrpower service because there is •
need. for further study.

Chairmap Hilligoss set Tuesday, May 24, 1966 at the hour of 7:00 o'clock p.m. for
this Body to meet in the Richmond Power and Light Utility Building.
Time did not permit the discussion on the Architect-Engineering service for the
Proposed Office Building.
There being no further business presented. on motion duly made, seconded and
carried ,the meeting adjourned.
