Power and Light Plant met in regular session in the Council Chambers in the City Hall in said City, Monday, May 2, 1966 at the hour of 7:00 o'clock p.m. •(est)'. Councilman Hilligoss presiding with the following members being present: - Messrs. Backmeyer, Bell, Henn, Hollingsworth, Marino, Faust, Youngflesh and Yount. The following business was had. to-wit:. There being no corrections or additions to the minutes of the April 18, 1966 meeting, Councilman.Yount moved the minutes be dispensed with, seconded by Council- man .Marino .and. on voice vote was carried : Councilman Faust moved the following claims be allowed •and• paid, seconded by _ Councilman Hollingsworth and on voice vote was carried.. : -, , • Approve the following . Bills in the amount of . $7)4.,1)46.92 Payment of Interest Coupons - 1953 Revenue Bonds 197.50 • 1 - Payroll, .. . . 42,701.29 • Mr. Bwck presented proof of publication of Notice to Bidders, printed in the Richmond Palladium-Item, a local newspaper of general circulation in the City of Richmond, Indiana on the dates of April 16-23, 1966. Said. Notice to Bidders designated the date of May 2, 1966 at the hour of 7:00 o'clock P.M. (est) sealed - proposals would be opened and, read aloud for -furnishing the Richmond Power and Light with 213 wood poles varying in height from 65 feet to 80 feet to be used in the construction.of approximately 8.7 miles of 69 K.V. transmission line on horizontal post insulators with associated static and overhead ground wire and 13.8 K.V. and 7.2/12.5 K.V. distribution underbuild to be known as the "Boston Township Line". The proof of publication was examined by Mr. 'Keller, City Attorney, and found to be in order and correct. Councilman Yount moved the proof of publication be received and. filed, seconded by Councilman Hollingsworth ' • and on voice vote was carried. - May 2, 1966 at the hour of 7:00 o'clock P.M. ' (est) being the date and time designated to receive and open bids received. The following bids were opened and read .aloud: Richmond Electric Company, Richmond, Indiana; Westinghouse, Muncie, Indiana; • General Electric Supply, Indianapolis, Indiana. Councilman Marino moved that the proposals be referred to Mr. Beck for tabul- ation and recommendation. This motion was seconded by Councilman Bell and on voice vote was carried. Mr. Beck presented proof of publication of Notice to Bidders printed in the Richmond Palladium-Item, a local newspaper of general 'circulation in the City of Richmond, .Indiana on the dates of April 20 - 27, 1966. Said notice designat- ed the date. of May 2, 1966 at the hour of 7:00 o'clock P.M. (est) sealed proposals would be opened and read aloud for furnishing the Richmond Power and • Light with 69 K.V. Horizontal Post Insulators. The proof of publication was examined by City Attorney Keller and found to be in order and correct. Council- man Yount moved the proof of publication be received and filed, seconded by Councilman Backmeyer and on voice vote was carried. May 2, 1966 at the hour of 7:00 o'clock P.M. (est) being the date and time designat- ed to open sealed proposals received . The following proposals were opened and • read aloud: • Cory, Crum and English, Inc., Indianapolis, Indiana; Westinghouse, Muncie, Indiana; General Electric Supply, Indianapolis, Indiana. Councilman Yount moved that all proposals be referred to Mr. Beck for study and tabulation. This motion was seconded by Councilman Backmeyer .and on voice vote was carried. Mr. Beck presented proof of publication. of Notice to Bidders printed in the Rich mond Palladium-Item, .a newspaper of general circulation on the dates of 'April 21- 28, 1966. Said notice designated that on the date of May 2, 1966 at the hour of 7:00 o'clock p.m. (est) sealed proposals would be opened and read aloud for furnish- ing the Richmond Power and Light with material necessary to complete the 1966 Street Lighting Program. The proof of publication was examined and found to be correct and in order by City Attorney Keller. Councilman Marino moved the proof . of publication be received and. filed, seconded by Councilman Baakmeyer and on voice vote was carried. 17 5 Light Plant minutea 5/2/66 ®It. P.v.te 2. May 2, 1966 at the hour of 7:00 o'clock P.M. (est) being the date and timedesignated to open proposals received. The following proposals were opened and read aloud. Graybar Electric Company, Indianapolis, Indiana; Westinghouse, Muncie, Indiana; Universal- Electric Company, Richmond, Indiana; General Electric Supply, Indianapolis, Indiana; Richmond Electric Company, Richmond, Indiana. Councilman Marino moved the proposals be referred'to Mr. Beck for' tabulation and recommendation. This motion was' seconded by Councilman Backmeyer' and on voice vote was carried. . . Mr. Beck presented and read the following: ' April 29, 1966 III A. E. Beck General Manager We now have in the Depreciation Reserve F und' an amount of $300,000.00 in U.S. Treasury notes 4%, which mature on May 15, 1966. . . • The government is offering an exchange to holders of these notes, for 4 7/8% notes, maturing in 18 months or on November 15th, 1967. These notes will be offer- ed at a discount or a cost of $99.85 per $100.00 of face value, and will yield 4.98%. The subscription books will` be open for the above on Monday, Play 2nd and close • on Wednesday,' May 4th. On approval of the above, we will instruct the Second National Bank to place our subscription order for these notes. • /s/ E. S. Porter Office Manager • Councilman Youngflesh moved the General Manager be authorized to invest $300,000.00 which is. now in the Depreciation Reserve Fund and invested in U.S. Treasury Notes maturing May 15, 1966, and said sum be re-invested in U.S. Treasury Notes maturing November 15, 1967 and further that the amount of $300,000.00 will` not be need.ed,f or a. period of 18 months. Councilman Marino seconded this motion ana on voice vote IIIwas unanimously carried. Councilman Yount moved the General Manager be authorized to file the proposed rate schedules with the Public Service Commission of Indiana. This motion was seconded by Councilman. 14'larino and on voice vote was carried. , Mr. Beck reported on his recent meeting with the Indiana Municipal Electric .Associ- ation on the matter of Federal Power Commission investigation charges of Indiana- "ichigan. The investigation is only to determine if Indiana Michigan is making . III - over 6% on its investment, Mr. Beck made explanation of the fee system that would be charged if the investigation was carried to court. Councilman Marino moved that the Richmond Power and Light join in with the Association in intervening in the Federal Power Commission investigation. This motion was seconded by Councilman Yount and on voice vote was carried.
