CALABRESE, J.CHERRY, K.O'CONNELL, S.THOMSON, RSWALWELL BOARD ABSENT: M.COLLINS OTHERS PRESENT: S.JANIK, CLERK; J.HARVEY, ATTORNEY; J.TESTIN, COMMUNITY DEVELOPMENT DIRECTOR; APERSONS, PUBLIC WORKS DIRECTOR; D.BENNETT, POLICE CHIEF; C.MINICK, FINANCE DIRECTOR; S.LARSON, ENGINEER; ADEBONI, ADMINISTRATIVE ANALYST; M.GIBAS, RECORDING SECRETARY SHADOW WOOD SUBDIVISION ANNEXATION Mayor Rock called the meeting to order at 7:20 p.m. Mr. Jim Testin stated this area is 82-acres located south of Fort Beggs, west of Route 59, and east of River Road. The applicant is proposing commercial as well as residential, approximately 12- acres along Route 59 as the commercial site. The development identifies all lots above 12,000 square feet and they meet Village Ordinances in regards to the residential component. The Concept Committee was looking for some design elements within the subdivision. The commercial is identified as B-4 (Highway Business District). That allows such things as gas stations, car washes, and automotive repair. There is some concern with the entrance on Fort Beggs identified by the traffic committee. Staff would also like to see some minor changes within the Annexation Agreement. Trustee Calabrese stated the Concept Committee requested the developers to see the Design Consultants. Everything has stayed exactly the same as it was at the Concept Committee, the B-4 zoning is an issue, the entranceway, as identified by the traffic committee, needs revised; and, as it stands right now it is unacceptable. Mayor Rock stated he has concerns with bike paths, sidewalks, and roads. Mr. Testin responded they are looking at a sidewalk along Route 59. It is identified that those be put in as those units develop. Henry Stillwell, attorney for the applicant, stated there has been revisions to the Annexation Agreement. Due to the applicant being out of town, the additional items were not e-mailed to Mr. Garrigan until Friday. There ïs an exhibit regarding adjacent roadway improvements as well as special design standards for the B-4 Commercial District. Trustee Calabrese stated that the site plan needs to be looked at by the Design Consultant, the Annexation Agreement needs to be updated, and the reason for the B-4 zoning needs to be clarified. These issues need to be addressed before this comes back to the Board. Plainfield Village Board of Trustees August 5, 2002 Page 8 of 8 PLAINFIELD VILLAGE BOARD OF TRUSTEES PUBLIC HEARING, AUGUST 5, 2002 PAGE 2 Mr. Stillwell stated that they have addressed the issues and concerns with the Park and School Districts. 10-acres have been transferred to the School District to accommodated their parking needs. A substantial amount of space has been provided for the Park District. Trustee Cherry inquired as to whether or not considerations have been taken to help Spanglers' Farm, the neighboring subdivision, with drainage. Mr. Stillwell responded there has been some discussion with staff on moving forward in the final engineering phase to find a resolution to that. There needs to be cooperation of several property owners. Trustee Swalwell stated he would like to see the Design Consultant look at this and the Annexation Agreement issues need to be resolved. Chief Bennett stated the applicants need to address the alignment of the entranceway. Mr. Tom Witt, engineer, explained the different alternatives to the issue. There were no public comments. Trustee" Swalwell moved to close the public hearing and return to the regular business meeting. Seconded by Trustee Calabrese. Vote by roll call. Collins, Absent; Swalwell, yes; O'Connell, yes; Thomson, yes; Cherry, yes; Calabrese, yes. 5 yes, 0 no, 1 absent. Motion Carried.
