The Common Council of the City of Richmond, Indiana serving as a committee in charge of the operation of the Richmond Power and Light Plant- met in regular session in the Council Chambers in the City Hall in said City, Monday, March 21, 1966 at the . .hour of 7:00 o'clock p.m: (est). Councilman Hilligoss presiding with the following members being present: Messrs. Backmeyer, Bell, Henn, Hollingsworth, Marino, Faust, Youngflesh and Yount. The following business was had to-wit: • There being no corrections or additions to the minutes of the meeting- of- March 7, 1966, Councilman Yount moved the minutes be dispensed with, seconded by Councilman Marino and on voice vote was carried. Councilman Backmeyer moved the following claims be allowed and paid, seconded by • Councilman Henn and on voice vote was carried. . Councilman Yount moved. this Body concur in the recommendation of the General Manager, seconded by Councilman Marino, and on voice vote was carried. . • Mr. Beck presented proof of publication of Notice to Bidders printed in the Richmond Palladium-Item, a newspaper of general circulation in the` City of Richmond, Indiana, on the dates of March llth and March 18,. 1966. •Said notice designated that sealed • proposals would be "received until the hour of 7:00 o'clock p.m. (est) March 21, 1966 for furnishing one new 1966 car for the Line Department with a trade-in allowance on a 1961 Model Chevrolet. The proof of publication was examined and. found to be correct and in order. Councilman Marino moved the proof of publication be received and filed, seconded by Councilman Youngflesh and on voice vote was carried: March 21,. 1966 at the hour of 7:00 o'clock p.m. (est) being the date and time design- 'ated to open and read aloud the proposals received.. The following proposals were opened and read aloud: Fred First, Inc. . Kurdys Chevrolet, Inc. Councilman Marino moved the proposals be referred to Mr. Beck for tabulation and recommendation, seconded by Councilman Youngflesh and on voice vote was carried. . Mr. Beck presented proof of publication of Notice to Bidders printed in the Richmond Palladium-Item, a newspaper of general circulation in the City of Richmond,Indiana, on the dates of March 9 and March 16, 1966. Said notice designated that sealed proposals would be received until the hour of 7:00 o'clock p.m. Dest) March 21,1966 for furnishing Four (4) Identical Outdoor Type Distribution Substation Transformers. . The proof of publication was examined and found to be correct and in order. Councilman Marino moved the proposals received be referred to Mr. Beck for tabulation and _ recommendation, seconded by Councilman Yount and on voice vofe was carried. IIIMr. Beck presented proof of publication of.Notice to Bidders in the Richmond Palladium= Item, a newspaper of general circulation.in the City of Richmond, Indiana, on the dates of March 11. and March 18, 1966. . Said notice designated. that sealed proposals .would be received until the hour of 7:00 o'clock p.m. (est) March 21, 1966, for furnishing an Industrial Tractor according to specifications on file. The proof of publication was examined and found to be correct and in order. Councilman Yount moved the proof of publication be received and filed, seconded by Councilman Marino and on voice vote was carried. . Wayne County Farm Bureau, Richmond, Indiana Dick Koons, Inc., Connersville, Indiana ' Councilman Yount moved the proposals be referred to Mr. Beck for tabulation and recommendation, seconded by Councilman Hollingsworth and on voice vote was carried. Mr. Beck presented and read the following letter: • . March 14, 1966 . A. E. Beck . General Manager There is a balance in the Depreciation Reserve IIIFund at the present time of $131,313.15., . 'We recommend that $125,000.00 of this amount be invested. The best investment at this time would be U.S. Treasury Notes, 4% maturing in February 1967, 'presently quoted. at 99.5, to yield 4.89%. . On approval of the above, we will-place our order with the Second National Bank. /s/ E. S. Porter Office Manager Councilman Backmeyer moved theCeneral Manager be authorized to invest the sum of $125,000.00 from the Depreciation Fund into U.S. Treasury Notes maturing February 1967. Councilman Yount seconded' this motion and on voice vote was carried.. Councilman Paust reported the -Building and Grounds Committee had met on several occasions_.to interview architects to be employed for the construction of a new light ' plant office. The firms of Wilson and Terwilliger and the R. W. Clinton Associates were interviewed. Both of the firms were well qualified to do the work. It is now the recommendation of the Building and Grounds Committee that the firm of R.W. ' Clinton and Associates be accepted as the architect for the new building. Councilman Youngflesh moved this Board concur in the recommendation of the Building and Grounds Committee, seconded by Councilman Backmeyer and on -voice vote was carried. The customer shall be allowed 190 KWHrs. for, each KVA of monthly billing demand billed in accordance with this charge. ' ENERGY CHARGE: Energy in excess of 190 KWHrs. for each . . KVA of Monthly Billing Demand $ ..0045 per KWHrs. . MONTHLY BILLING DEMAND . The.monthly billing demand shall be determined by dividing the highest Kilowatt demand, •as registered during the month by a 30-minute integrating watthour- demand meter by the average power factor for the month, as determined by suitable integrating meters. The monthly billing demand so determined shall- be co.r.rect- ed to the nearest KVA, but shall in no event be less than 1000 KVA. • MINIMUM CHARGE ' The minimum monthly charge shall 'be the demand charge for the first 1000 KVA of monthly billing demand.. PAYMENT ' Bills rendered, under this tariff are due and payable within 15 days after the date of the bill. If the customer does not make payment'within 30 days of the date of the bill, the company may .suspend delivery of energy until such bill, plus interest at the rate of 6% per annum from the due date to the date of payment of said bill, has been paid. DELIVERY VOLTAGE • ' The rate, as set forth, is based upon the delivery and measurement of energy at the primary voltage of existing overhead distribution lines operating at not more than 15,000 volts, nor less than 2400 volts, the customer furnish- . ing and maintaining the complete substation and line equipment on.customer's premises, including any and all transformers, switches, and other apparatus necessary for the customer to take service at the voltage of the distribution line from which service is to be received. POWER FACTOR The rate- set forth in this tariff is based upon. the maintenance by the customer . of an average monthly power factor of 85% leading or lagging as shown by inte - grating Teters. ' When the 'average monthly power factor is above or below 85%, - the total monthly charge, exclusive of correction for fuel costs, shall be . increased or decreased, in accordance with the following table: • 100% Power Factor Decrease 4.9% 95% It . For power factors other than those shown in the foregoing table, the percent- age decrease, or increase, will be determined by interpolation. III ' FUEL CLAUSE `The net monthly bill computed according to the above schedule shall be subject - to adjustment based upon the Company's average cost of fuel charged to pro- . duction expense as from time to time provided for by the Uniform Classification of Accounts prescribed by the Public Service Commission of Indiana. . Whenever, during any period of three' successive calendar months, commencing after December, 1949, the Company's average cost of fuel increases at least - one full cent above the base cost of twenty-eight and one-half cents (28;¢) • per million'BTU; then bills computed under this schedule for service supplied , for the"second dalendar month following such period shall be adjusted as follows: For each fullcent (10) increase over the ,base cost, .17 mill ($.00017) will be added for each kilowatt-hour billed.
