MINUTES OF THE MEETTING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA SERVING AS A - COMMITTEE IN CHARGE OF THE OPERATION OF THE RICHMOND POWER AND LIGHT PLANT • The Common Council of the City of Richmond, Indiana serving as a committee in -charge - of the operation of the Richmond Power and Light Plant met in regular session: in the Council Chambers in the City Hall in said City, Monday, March 7, 1966 at the hour of ' 7:00 o'clock ,p.m. (est). Councilman Hilligoss presiding with the following members being present: Messrs. Backmeyer,. Bell, Henn, Hollingsworth, Marino, Paust, Young- flesh and Yount. . Zhe following business was had to-wit: There being no corrections or additions to the minutes of the meeting of February 21, 1966 Councilman Yount moved the minutes be dispensed with, seconded by Councilman Marino and :on voice vote was carried:: Councilman Backmeye.r moved the following claims be' allowed and paid, seconded by Councilman Henn and,.on yoice vote was carried. • Approve. .the following: • Bills in the amount of $69,595.24 Payment of Interest Coupons 1953 Revenue Bonds 363.75 1 - Payroll : 42,6°7.94 • Mr. Beck presented the following tabulation of proposals that were opened on Februar y 21, 1966 for furnishing a 69 K.V. Type TDO $11,600.00 18 weeks • Tank Lifter . 444.00 • Type F20 - . $12,400.00 - - 26 w eeks Tank Lifter $ 441i.00 Mr. Beck noted that the Westinghouse proposal wasn't complete and partially nut to- gether and could not be ,considered a'satisfactory proposal. - Mr. Beck recommended the proposal._of the Allis Chalmers for 1 Type TDO .and Tank Lifter for the amount of 412,044.00 which met with the specifications. Councilman Marino moved the Board concur in the recommendation 'of Mr. Beck, seconded by Councilman Yount and on voice vote was carried. - • Mr. Beck presented proof of publication of Notice to Bidders printed in the Richmond Palladium-Item, a newspaper of general. circulation in the .City of Richmond, Indiana on the dates of February 23rd and March 2nd, 1966. Said notice designated that sealed proposals would be received until the hour of 7:00 o'clock p.m. (est) March 7, 1966 for furnishing Control Cable per specifications. Mr.. Keller,-C ity Attorney, examined the proof of publication and found .the same to be correct and in order. • Councilman Marino moved the proof of publication be received and filed, seconded by Councilman Hollings- _ worth and -on voice vote was carried. March 7, 1966 at the hour of 7:00 o'clock p.m. (est) being the date and time to open and read aloud proposals received. The following proposal was opened and read aloud. ' Westinghouse Electric Company, Muncie, Indiana. Ill The above proposal being the only one received was referred to Nr. Beck for tabulation and recommendation on motion made by Councilman Marino, seconded by Councilman Hollings- - worth and on voice vote was carried. Mr. Beck explained that at the present time there exists a shortage of materials that will be needed and the delivery date cannot be given definitely; therefore, the tempo of receiving proposals should be stepped up. He asked that he be authorized to advertise . to receive proposals on the date of March 21, 1966 for furnishing four new substation transformers according to specifications to be located in the following locations: one south and west of Earlham College to serve the southwest service area; one near Richmond State Hospital; one near Skyline Subdivision and one btween East 30th Street and Garwood Road near U.S. #40 east to relieve the present Garwood Substation. . IR Councilman Yount moved the General Manager be---authorized'to receive proposals oii March 21, 1966 for f urnishin€ four.new substation transformers. This motion was seconded by Councilman Marino and on voice vote was carried. Mr. Beck stated the ar-esent tractor in use at the- Richmond Power and Light Plant is not large enough to do the work necessary to prepare the ground for the installation of the future substations in various locations in the City.. He requested permission to advertise for proposals for an Industrial Type Tractor which will serve the purpose of preparing the ground for the new substations. Councilman Yount moved the General Manager be authorized. to receive sealed proposals for an Industrial Tractor on March 21, 1966. This motion was seconded by Councilman.Young- !' flesh-and on voice vote was carried. . Mr. Beck reported that a 1961 Model 2-door Chevrolet car used by the. Line Department Superintendent has 63,000 miles and the transmission is in need of repair. Mr. Beck recommended that this vehicle -he replaced with a new 1966 model car. Councilman Marino moved the General Manager be authorized to prepare the advertising to receive proposals for a new 1966 Model car with a trade-in allowance on the 1961Model Chevrolet on the date of March 21, 1966.
