OF THE CITY OF RICHMOND, INDIANA SERVING AS A
COMMITTEE IN CHARGE OF THE OPERATION OF THE
RICHMOND POWER AND LIGHT PLANT
The Common Council of the City of Richmond, Indiana serving as a committee in
charge of the operation of the Richmond Power and Light Plant met in regular
session in the Council Chambers in said City, Monday, January 17, 1966 at the
hour of 7:00o1clock p.m. (est). Councilman Hilligoss presiding with the follow-
ing members being present: Messrs. Backmeyer, Bell, Henn, Hollingsworth, Marino, -
Paust, Youngflesh and Yount. The following business was had to-wit:
Councilman Marino moved the minutes of the previous meeting be dispensed with,
seconded by Councilman Yount and on voice vote was unanimously carried.
Councilman Bell moved the following claims be allowed and paid, seconded by
Councilman Youngflesh and on voice vote was unanimously carried:
Approve the following:
Bills in the amount of $159,330.09
Payment of Matured 1953 Revenue Bonds & Interest $133,017.50
Transfers from Cash Operating Fund to: •
Utility Bond Fund $ 24,920.62
Cash Reserve Fund 58,694.57
Depreciation Reserve Fund 36,000.00
Authorization •Aoproved December 20, 1965
Purchase .of U.S. Treasury Notes from
Cash Reserve Fund - Principal $ 99,312.50
Accrued Interest 552.49

Chairman Hilligoss appointed the following committees: .
Executive Committee - Hilligoss, Ch., Backmeyer, Henn & Marino
Finance Committee - Backmeyer, Ch., Yount & Youngflesh
Employees Relations - Yount, Ch., Bell and Henn
-- Street Lighting - Bell, Ch., Youngflesh & Hollingsworth •
Buildings and Grounds - Faust, Ch.; Marino & Hollingsworth
Chairman Hilligoss announced that there will be a meeting of the Executive Com-
mittee to be held Thursday, January 20, 1966 at -the hour of 7:00 p.m. in the
Utility Building of the Light Plant.
Chairman Hilligoss announced that there will be a meeting of all members of the
Board, Monday, January 31, 1966 at the hour of 7:00 p.m. in the Utility Building
of the Light Plant.
Chairman Hilligoss requested that thc' -committee on Buildings and Grounds make a
progress report on the South 3th Street office building program. This report to
be made February 7, 1966.
Chairman Hilligoss requested that the Executive Board meet with Mr. Beck on what
rate of dues shall be paid to the Richmond Area Chamber of Commerce by the Richmond
Power and Light Plant.
Mr. Beck requested authority to advertise 'f or bids for a new 1966 compact car with
a trade-in on a Plymouth Valiant 1961 Model. It was explained that. this 1961 car
was in need of many repairs. On voice vote the Council unanimously approved the
request.
Mr. Beck requested authority to advertise for bids for a new Van Type Truck with
a trade-in on a 1961 Plymouth Car. This 1961 Model is also in need of many repairs.
On voice vote the Council approved the request.
Councilman Henn asked about the possibility of the Light Plant and the City of
Richmond of pooling the purchasing of new automobiles in the future. Chairman
Hilligoss appointed Councilman Henn and Councilman Yount to explore this possi-
bility of the pooling of purchase of new automobiles and report.
Mr. Beck presented the following construction projects for year 1966 which were
included in the 1966 Budget.
CONSTRUCTION PROJECTS- FOR 1966
I. Complete 69,000 voltline from Williamsburg Substation to new East Sub-
station located on Gravel Pit Road at railroad crossing. Line to be known
as Highland Line.
II. Install 69,000 volt oil circuit breaker at Williamsburg Substation.
_ III. Start construction of Boston Township Line from East Substation to White-
water Valley Generating Station.
IV. Complete East Substation.
V. Construct Substatinn south and west of Earlham College to serve southwest
service area.
VI. Construct Substation near Richmond State Hospital:
VII. Construct Substation near Skyline Subdivision.
VIII. Complete Pleasant View Substation to relieve Garwood Substation.
IX. Complete capacitor program.
X. Rebuild tie lines between distribution substations.
1. . Richmond Sub. to Round Barn Sub.
2. Garwood Road.
3. Brooks Sub. southwest and northwest ties.
XI. Build 13,800 and 4,160 volt lines from:
1. Earlham Substation.
-2. Richmond State Hospital Sub.
3. Skyline Sub.
XII. Cooling Tower l
Chairman Hilligoss appointed Councilman Youngflesh ard. 'Councilman Marino to in-
vestigate the possibility of revising the rate schedule of the Richmond Power and j
Light. There will be a savings of money now that the new contract has been signed
with the Indiana-Michigan and also the new rate schedule with the Railroads of
hauling coal being in effect.
There being no further business presented on motion duly made, seconded arid carried
the meeting adjourned.
