MENARD'S PUBLIC HEARING
Mayor Rock called the meeting to order at 8:05 p.m. Present roll call stands.
Mr. Jim Testin stated that this is at the northeast corner of 135th Street and Route 59, across from
the Jewel site. There are two components for discussion, based on previous policies; the first one
is the buffering, and the second is the incentives component.
Mr. Gary Colby, Menard, Inc. stated that the incentives would have them move quickly, not only
with our own development, but also with the development for the remainder of the parcel. When
Menards started looking at this property, 2 Yz years ago, they were given information on economic
incentives. Mr. Burghard stated 2 Yz years ago the Village offered economic incentives trying to
attract commercial developments to the Village, today, however, the Village has commercial
developments and no longer feels the need to offer incentives.
Mr. Colby stated that they would like to begin construction early summer, it would take
approximately 10 - 11 months to become operational. The total volume of sales would be
approximately $40-million dollars.
The Board indicated disapproval with the buffering and sought a more natural buffer.
Mayor Rock stated that there are too many amendments to the annexation agreement.
Mr. Michael Ticsay, a Graver Estates resident, stated that commercial development should
happen, but they are asking that there be no commercial development on the north end of the
property, rather developing that property residential. People would buy that property knowing that
there is commercial there. The Graver Estates residents bought their homes relying on residential.
We're not saying no commercial development, we saying no commercial development backing up
to existing homeowners.
Ms. Mary Doskey, a Cathy Lane resident, stated that her concern is the amount of commercial
development on Route 59. More commercial developments lead to too much congestion.
Mr. Lincoln Francis, a Vicky Street resident, stated he is against the commercial development of
Menards. His primary concern is safety and suggested additional police protection. He asked the

Board not to seek a motion to close the public hearing, not to direct the Village Attorney to draft
and ordinance, and not to approve the preliminary plat.
Trustee Calabrese moved to close the Public Hearing and return to the regular meeting.
Seconded by Trustee Cherry. Vote by roll call. Cherry, yes; Calabrese, yes; Collins, yes;
Swalwell, no; O'Connell, yes, Thomson, yes. 6 yes, 0 no. Motion Carried.
The meeting adjourned at 8:42 p.m.
