HomeMy Public PortalAbout03-20-2002 Joint Meeting PLAINFIELD VILLAGE BOARD OF TRUSTEES AND PARK DISTRICT JOINT MEETING DATE: MARCH 20, 2002 AT: VILLAGE HALL BOARD PRESENT: RROCK, RSW AL WELL, M.COLLINS, J.CHERRY, K.O'CONNELL, S.THOMSON, S.CALABRESE PARK BOARD PRESENT: JOHN WILSON, MICHELLE KELLY, KEN SMITH, STUART BLEDSOE PARK BOARD ABSENT: DANIEL BUSH OTHERS PRESENT: T.L BURGHARD, VILLAGE ADMINISTRATOR; M.GIBAS, RECORDING SECRETARY; W.CALABRESE, RECORDING SECRETARY At 7:00 p.m. Mayor Rock called the meeting to order. Roll call was taken, all Trustees were present. Mr. Wilson called to the Park District meeting to order, Daniel Bush was absent, all other Board Members were present. Mayor Rock led the pledge to the flag. BUSINESS MEETING Trustee Calabrese moved to approve the Agenda. Seconded by Trustee Thomson. All in favor, none opposed. Motion carried. PLAINFIELD TOWNSHIP PARK BICYCLE PLANNING Mr. John Wilson presented the proposed bicycle trail. Mr. Wilson stated the present difficulty is the CBI property and the Plainfield Partners. After some discussion, it was agreed that the Village would assist the District in getting some easements/right-of-way from Plainfield Partners and CBI along the river; when planning new subdivisions, street bike paths need to be examined, when possible; and, the Village and the District will jointly explore the acquisition/use of the Spiker underpass at the I-55 for pedestrianlbike access. COORDINATING GRANT APPLICATIONS FOR BICYCLE TRAILS The Park and the Village staffwill work together in the process of grant applications. The Village may be the grant applicant for some of the bike path construction. The District will do all preparation. INTERGOVERNMENTAL AGREEMENTS FOR ELECTRIC PARK AND KENSINGTON CLUB PARK WELL SITE The Park District and the Village will use intergovernmental agreements for land use swaps. For example, the well site at Kensington Club will be covered by such an agreement and therefore, if and when the Village gets lake water, the property will return to the Park District Ownership. It was agreed that this will be easier for everyone. It was also agreed to work together for park and road improvements at Vista Lane. The Park District will need an intergovernmental agreement to work around the lift station. The possibility of joint consultation planning for the downtown/river area was discussed, Hitchcock was suggested. ANY OTHER BUSINESS When new developments go before the Village Board, it was agreed that the District will provide a written statement about the parks. It was stated that the District supports the setting aside of Van Dyke Road right-of-way, and they feel some earlier District statement may have been misinterpreted. Mr. Smith stated setting aside the right-of-way was the right thing to do. The meeting adjourned at 8:15 p.m.
