HomeMy Public PortalAboutWater Commissioners -- 2022-09-03 MinutesPursuant to Governor Baker's March 12, 2020, Order Suspending Certain Provisions of the Open Meeting Law and his March 15 and March 23, 2020, Orders imposing strict limits on the number of people that may gather in one place, this meeting will be conducted via remote participation to the greatest extent possible. Specific information and the general guidelines for remote participation by members of the public and/or parties with a right and/or requirement to attend this meeting may be found on the Town's website at www.brewster-ma.�ov. For this meeting, members of the public who wish to listen to the audio broadcast may do so via the Town of Brewster website at http://livestream.brewster- ma�ov or on Channel 18. No in-person attendance of members of the public will be permitted, but every effort will be made to ensure the public can adequately access the proceedings in real time via technological means. The Town has established specific email addresses for each board and committee that will be meeting remotely so that residents can send their comments I'in writing either before or during the meeting. Call to Order: 11:09 AM 2. Declaration of a Quorum: • Read by Commissioner Baran. Those in attendance were Commissioner ' Brown, Commissioner Skidmore, Liasson Mary Chaffee, Administrative Supervisor, Sherry Theuret, Assistant Superintendent Alex Provos and Superintendent Paul Anderson. `3. Meeting Participation Statement: 'i • Read by Cynthia Baran s4. Water restriction update i • Level three —Critical Level determined by the State a. Options i. Remain as is with watering based on odd and even house numbers with odd and even calendar dates. Limited watering hours of 4:00 AM to 8:00 AM and 5:00 PM to 9:00 PM. ` ii. Increase to critical —mandatory 2 days a week iii. Increase to critical —hand watering only iv. Increase to emergency —mandatory ban on all outdoor water use v. Discontinue the sale of water for pools and spraying 1. Town Administrator is concerned and is not opposed to increasing the water restrictions 2. Monitoring well reflects drought b. Motion by Commissioner Brown to increase to emergency. Stop sale of water for pools and only hand watering. To be revisited at the next scheduled meeting on Friday, September 30tH. i. Liasson Chaffee suggested to have updated restrictions on website and on town social media page, and Brewster residential Facebook page, -- - 5. Sea Camps Pond property tour discussion • Tour of pond parcel • Those attended were Assistant Town Administrator Donna Kalinick, Sea Camps Property Manager, Edward Barber, Liasson Mary Chaffee, all three Water Commissioners Baran, Brown & Skidmore, Superintendent Paul Anderson, Assistant Superintendent Alex Provos and Administrative Supervisor Sherry Theuret. • Discussions will continue as uses of parcel develop: F, a. Superintendent to have meeting with Town Administrator and Assistant Town Administrator in regards to the protection of Zone 2. 6. Superintendent's Report • Begin flushing system in late September or early November a. Despite water restrictions, it's to maintain water quality. • Point of Rocks, Foster Rd, and Millstone Road a. Replacement of iron services prior to DPW project of paving i. Services that are iron and cross the road 1. These services are from the 70's and are at their life expectancy. • Generators — hopefully arriving in October • New staff are scheduled for D2 training through a class instructed by Bob Prophet. • Brewster Conservation Trust invited the Superintendent to do a presentation. 7. Assistant Superintendent Report • Supply issues to move forward with water main installation on Red Top Rd. • Supply issues for adaptors to start project of replacing water services on Millstone Rd. a. If unable to get adaptors the department is considering doing a new tap at the water main and tying into the existing curb stop. • New vehicles arrived for a Superintendent and Assistant Superintendent 8. Office Manager's Report • September St was the due date of August St billing statements a. Committed just over 1 million b. As of September 2" dp collection amount is just under $845,000 • Lien process has started a. The water department mailed out 244 letters based on the list from the Tax Collectors Office. b. The lien report for unpaid old balances was $80,000 c. Deadline for payments will be September 19th d. September 20th an additional $50 lien fee will be added to each account e. The $50 lien fee and outstanding water balance will be applied to the Real Estate Tax bill that is issued on October 3rd. 9. Approval of August Stn Meeting Minutes. • Motion by Commissioner Brown a. Motion 2nd by Commissioner Skidmore b. Roll Call Vote: 3-0-0 10.One Time Reduced Rates • 24 Skippers Way a. Owner flagged for high usage during December meter reading. i. Owner had running toilet. ii. Repair was made by EF Winslow Owner granted one-time reduced rate on February 1, 2022, billing statement. iv. Owner had additional leak after the meter pit in April 22. v. Owner had service replaced by town approved contractor. vi. Owner applied for additional adjustment on August 1St billing statement. 1. Motion by Commissioner Brown to deny 2nd request for a second one-time reduced rate. 2. Motion 2nd by Commissioner Skidmore 3. Roll Call Vote: 3-0-0 • 111 Charles Street a. Owner called and was concerned with high water usage on August 1St billing statement. Is BWD check meter and pit and noticed dial was spinning. b. Owner had leak after meter pit to the house. c. Owner had town approved contractor remove meter pit, replace service from curb stop into the house. d. Meter removed from meter pit and re -installed in the house. 1.
