RSWALWELL. M.COLLlNS, J.CHERRY, K.O'CONNELL, S.THOMSON, S.CALABRESE OTHERS PRESENT: S.JANIK, CLERK; J.HARVEY, ATTORNEY; J.TESTIN, COMMUNITY DEVELOPMENT DIRECTOR; D.BENNETT, CHIEF OF POLICE; APERSONS, PUBLIC WORKS DIRECTOR; C.MINICK, FINANCE DIRECTOR; S.LARSON, ENGINEER; TL BURGHARD, VILLAGE ADMINISTRATOR; M.GIBAS, RECORDING SECRETARY. RIVER POINT ESTATES Mayor Rock called the Public Hearing to order at 7:20 p.m. Present roll call stands. Mr. Jim Testin stated the applicant has submitted an annexation agreement, which again staff is looking for more specific criteria in timing of improvements that need to be done. The applicant has been working with our consultant on the design and it has improved greatly. Trustee Calabrese stated to Mr. Guinta, Developer, if we allow this to move on, I need something that is going to tell me that the project that started prior to this is going to get finished and this project is going to get finished if you start something else. There has to be some timetables and deadlines. We need to know that things are going to be taken care of. I would like to have some sort of a timetable with staff laid out because if it comes up to where the timetable is laid out and its not met, then I will reconsider and ask the Board to reconsider continuing this or allowing this subdivision to continue on and I'm talking about the project that's prior to this one and this one. There has to be timetables and they have to be met. Mr. Mike Guinta, the Developer for the Meadows Office Complex at 135th St. and Route 59 and River Point Estates, stated we currently have a permit for and are under construction for the last building and we have full intentions on completing it this summer, a six month window to get that building completed. Everything that needs to be completed will be completed. The intention of this subdivision will be a single phase project, all the interior improvements, sewer, water, roads, landscaping, the paved bike path, and outside improvements, River Road improvements and sewer and water extensions will all be done as one phase that will take, weather permitting, one year. Trustee Calabrese asked if there was an agreement reached with the Park District. Mr. Guinta responded that they have reached an agreement with the Park District. Mr. Jim Testin stated that they still have to deal with some of the anti-monotony. The applicant has identified that he will handle it through an architectural control committee, typically that means it's the developer, himself, for a certain time period. We need more detail in regards to that, too. The applicant is looking to do custom homes. frustee O'Connell questioned if Mr. Guinta was mitigating the 1 DO-year flood plain. Mr. Guinta stated they are in the process of getting the engineering completed for a map revision to accommodate the Plainfield Village Board of Trustee:s February 4,2002 Page 8 jots that do penetrate that line. The builder will not be able to build on those lots until the Village gets the letter of map revision. Administrator Burghard stated the he and Mr. Guinta agreed on a traffic island on Claret Street that will be added to the Final Plat. There were no public comments made. Trustee Calabrese moved to close the Public Hearing and return to the regular meeting. Seconded by Trustee Collins. Vote by roll call. Collins, yes; Swalwell, yes; O'Connell, yes; Thomson, yes; Cherry, yes; Calabrese, yes. 6 yes, 0 no. Motion Carried.
