Minutes of the Joint Meeting of the President and Board of Trustees of the Village
of Plainfield and Plainfield Township Park District
August 27, 2003
7:00 p.m.
BOARD PRESENT: ROCK, O'CONNELL, FAY, WALDORF, COLLINS,
SWALWELL. TRUSTEE FAY JOINED THE MEETING AT 7:22 P.M.
BOARD ABSENT: THOMSON

The meeting was called to order at 7:00 p.m. by Michelle Kelly, President of the
Plainfield Township Park District. Roll call was taken and the pledge to the flag was led
by Ms. Kelly. President Kelly expressed the feelings of both Boards, the desire that we
work together for the betterment of our community. The Park Board started their
meeting with the approval of their agenda and discussed their agenda items.
At 7:31 p.m. the Park Board opened for discussion the BikelPedestrial Trail Plan
from Fort Beggs to Eaton Preserve. Phase I is proposing to bring pedestrian access to
the downtown area of Plainfield from 135th St.! Eaton Preserve to Rt. 59. They estimate
the section from Eaton Preserve to Fort Beggs to be about 3 miles and about $2 million.
They are considering applying to the State for the IDNR Bicycle Grant and would like
the Village to support them in joining a matched application to IDNR. Phase II would be
the construction documents, and Phase III is the actual building of the path. Grants are
seen more favorably by the State with community support. The Village Board Members
understood the importance, and agreed to place on their COW Workshop discussion of
the bike path grant.
Administrator Burghard asked for discussion on the connection of Settlers Park to Mather
Woods and Electric Park. The Park District recently opened the first phase of Electric
Park on the east side of the DuPage River just south of Lockport Street. The District is
attempting to condemn property owned by the Cedar Rustic fence company on the west
side of the river, paving the way for development of the western end of Electric Park. The
Village is in the 2nd phase of Settlers' Park Trail Extension which includes the clearing of
trees, prescribed bums, and woodland management work and seeding. The Village Board
supports the Park's acquisition of the Cedar Rustic property. Because of this property's
long-term effect on the aesthetics and development of our downtown, the Village will
have major interest in the improvements to this property. Due to the Park District's

growth, the tax cap, and recent referenda results it is hard to leverage sufficient funds to
achieve all the District's development goals. The Village will shortly be starting their
budget process and would like to discuss the possibility of entering into a long-term lease
with the District for the property's development. The Park District acknowledged this,
and was very interested in the cooperation, but needed to acquire the property first. Once
this takes place, they would like to sit down and discuss a master design plan. They
anticipate it may take 6 months to a year for the acquisition of the property.
Discuss Increasing Park Donation Requirement for Public Open Space
Park District President Michelle Kelly stated that many communities are working
towards or who have achieved the 10 acres per 1, 000 residents. This is a national
standard in park and recœation. The Village of Plainfield has an ordinance which
requires developers annexing into the village to donate land or its cash equivalent for
park space. The Village's current ordinance requires 7.5 acres per 1,000 new residents.
The Mayor and Trustees discussed the boundary agreement between Joliet and Plainfield,
the expiration on December 31, 2004. The fact that a development contiguous to both
Plainfield and Joliet will have its choice of cities to which to annex. The higher fees and
more stringent requirements of Plainfield already put the Village at a disadvantage with
Joliet. They felt that if the fees increase, developers may just wait until the agreement
expires, and annex to Joliet instead. Administrator Burghard expressed that we would
get all of the traffic and no control over the subdivision. Park District Commissioner
Gallt asked that the bordt:r issue not be the only point that the Village considers.
However, Mayor Rock stated that the border situation is critical, and we do have to
consider our border. It was brought up that the Village could increase the donation
requirements, but make exceptions for developments critical to the border. The Village
Board agreed to discuss this matter at a future workshop.
Discuss the Proposed Springbank Project
Village Administrator Burghard gave a short description/summary of the 890-acre
Springbank development which will be one of the largest and one of the most important
ever proposed for the Village of Plainfield. Springbank is one of those developments that
will help secure the southern border, and aid traffic if designed properly. The project sits
a little more than a mile southwest of the new Village Hall, with its northeast comer at
about Renwick and Drauden roads. The plans call for 1,438 single-family homes, 426
townhomes, 10.6 acres of commercial development, an aquatics center, sites for a fire
station and a school, and a 200-acre public golf course. If the Village pursues the golf
course, we would be interested in partnering with the park district for the operation. A
big issue for the park district is the donations from the development. MAF, Developer is
planning on using the golf course to fulfill both its park donation and stormwater
requirements. The park district will be left without money or land then for neighborhood
or community parks to serve the additional residents. Trustee O'Connell felt that the

park donation should be separate from the golf course. Springbank is still a work in
progress and will come back to the Board for review.
Parking Requirements at Various Parks
The Village Board had concerns regarding the parking at various parks throughout the
district. Issues were parking and loitering at the basketball courts on Ottawa, inadequate
parking at the Four Seasons Sports Complex, Avery Park, and parking by the Ottawa
Street Pool. Comdr. Altenhoff was present and discussed recent ticketing for failure to
observe the parking ordinances at the Four Seasons Sports Complex. The Park Board
acknowledged that there is problems, and will try to resolve the issues.
Park Improvements/Maintenance
Administrator Burghard discussed the importance of working with the developers and
instituting joint community education with regards to flood plain areas, purpose of
wetlands and meandering creek. Both Boards were in agreeance.
Future Referenda
Discussion ensued with regard to referenda for open space, legal way to combine the
referenda with support coming from the Village. The Boards talked about the value in
passive open land, importance of prairie open space, and the importance of timing it
appropriately.
Trustee Fay announced the dates and invited the public to "Habitat Plainfield:
Environmental Awareness" events scheduled for September 25 (Prairie ecology), October
23 (Forest ecology) and November 20,2003 (Water ecology) at the Village of Plainfield
from 7:00 p.m. to 9:00 p.m. on the above mentioned dates.
The joint meeting was adjourned at 9: 12 p.m.
