BAYLES PROPERTY ANNEXATION AGREEMENT
Mayor Rock called the meeting to order at 7:19 p.m. Present roll call stands.
Mr. Testin stated the southern approximately 40-acres of the 63-arce site is identified for the schools,
approximately 10-acres in the middle of the site is identified for a YMCA, and also identified is a
commercial site. One of the key elements is the site plan review, there was a strong discussion for
the buffering along the Wallin Woods subdivision.
Diane Rousonelous, resident, expressed concern over the entrance off of Route 30 into that particular
area. It is too close to those homes. There needs to be more buffering.
John Cooper, Indian Oaks resident, asked for verification of the height of the berm. Mr. Cliff
Bender, architect, stated the berm behind lot 7 ranges between 7 and 8 feet from Mr. Cooper's
property line and the peak of the berm. Mr. Bender informed Mr. Cooper that the distance from Lot
7 to the first area of paving has been changed to 66 feet at its closest point and 90 feet at its furthest
point. Mr. Cooper also addressed the planting of the trees taking as long as two years. Mr. Bender
stated the PT A is doing the planting and it takes time to organize and invited Mr. Cooper to join in
the organization and planning.
Trustee Swalwell questioned the status of the issues with the Wallin Woods residents. Mr. Bender
stated that there was a meeting with representatives from both Wallin Woods and Indian Oaks. A
letter, signed by the agreeing neighbors, has been forwarded to staff. A berm will be built on the east
side of the property from the paving to the property line, similar to what is on the west side, the berm
will go;from the pavement up to a high point of 3 feet, drift down to a swale, and back up even with
the property line so water collected is drained away from the residents, there will be a five-foot tall
wooden fence, and plantings from the center of the berm where the fence is to the property line.
Tammy Guiderilli, Indian Oaks resident, asked if there is going to be a berm on the south side. Mr.
Bender responded that there is a berm on the south side by the detention basin that feathers out 2 lots
east. Ms. Guiderilli also expressed concern over people cutting through yards to get to the soccer
fields. Chief Bennett commented that there will be a path from the tot-lot on Illini to the schools.
Mike Lemke, Indian Oaks Resident, expressed concern over children trespassing on his property to
get to the school. He also expressed concern over the trespassers getting bitten by his dog or
otherwise hurting themselves putting him at risk for liability.
Robyn Gisslyn, Heritage Street resident, asked if the road, considered Homestead, is going to be
gated and only accessed by ~:mergency vehicles. Mr. Bender stated the road will only be used for
emergency access only and that the school will put a gate or post to block vehicular traffic through
that area.
Dr. John Harper, Superintendent of District 202, stated that one ofthe goals is to building
neighborhood schools that permit children that reside within a mile and a half of the campus to walk
to the school. The School Administration, upon receiving complaints from residents regarding
children using their yards as a short cut, meet with the children and call their parents and reroute
those children to the sidewalks. School Administrators will certainly work with the residents to avoid
any of the children trespassing on private property.
Kevin Krapanick, Wallin Woods resident, stated that both Dr. Harper and Mr. Bender have been
outstanding at coordinating with the residents to help find solutions. They have been very
accommodating that the residents have received everything they have asked for and more.
Bruce Nelson, Indian Boundary resident, stated no one approached him for a signature and he had no
knowledge oflast week's meeting. Mr. Nelson questioned the access points of the YMCA. Mr.
Testin clarified that although the resident may not have received notification of the meeting with the
school district, they were notified of annexation and planning commission meetings. Mr. Harper
stated the school district complied with the regulations for notifying residents. Last weeks meeting
was based on phone calls received from the district by residents. Mr. Bender stated the people that
were made aware oflast week's meeting were the residents that immediately abut the school. Mr.
Nelson's property does not abut the school. '

Trustee Swalwell asked how many access points there are. Mr. Bender stated the access points are
the vehicular emergency acœss point on the southwest corner and the intersection where Ottawa
Street dead ends into the property on the northeast corner, and there is an anticipated extension of a
bike path that would connect to Indian Boundary.
Carolyn Lemke, Indian Oaks resident, stated that a berm will be easy to go over, but a fence will not.
There should be a fence all the way around. She expressed concern over children accessing her yard.
Trustee Fay asked if it was possible to put a fence around the entire school site, chain link or some
sense of security. Dr. Harper explained that they could put a fence around the entire school, but
asked to consider the school district's position as well. The residents that expressed there opinion at
the meeting did not prefer a fence, they thought the berm would be adequate. The School District is
attempting to meet the needs of the residents in a consensus mode, recognizing that some residents
would like to have a fence.
Robyn Gisslyn, stated she attended that meeting, and the residents expressed they did not want a
fence and were happy with the site plan.
Mr. Bruce Nelson, Indian Boundary resident, stated the other plots of land designated for schools are
open fields, the schools are put in, and then the homes are put in. It's a difficult situation and a fence
would work better than a berm.
John Cooper, Indian Oaks resident, the School District has been helpful, they moved the bus
turnaround for him, but he and Mr. Lemke have a unique situation and there should be some extra
berming.
Tammy Guiderilli, Indian Oaks resident, asked if there could be an entrance off of Route 126. Mr.
Burghard stated that there will be an entrance at Route 126 at Route 30.
Trustee Swalwell moved to dose the Public Hearing and return to the regular business meeting.
Seconded by Trustee WaldOlf. Vote by rollcall. Swalwell, yes; O'Connell, absent; Thomson, yes;
Fay, yes; Waldorf, yes; Collins, yes. 5 yes, 0 no, 1 absent. Motion carried.
The meeting adjourned at 7:59 p.m.
