Traction 00., that the City intends to re -macadamize Richmond Ave, from Doran Bridge to West 5th Street, and that said company is expected to pay their proportionate share of said work. The Board did then adjourn, WE I El 1=7� Water Works Session, Monday August 14th, 19116 pursuant to adjournment to this date the Board of Public Works of the City of Richmond, Indiana, met with the Common Council and citizens of said city in the Council Chamber at the city Hall of said city 1+onday August 14th, lsll,at H O'clock P.Y. Mr. Hammond, President of Board in the chair called the meeting to order. The following proceedings were had, to -wit:- 1Ar. h. M. Campfield of the Edwin M. Campfield Company, spoke at some length on the betterments proposed by his compar.y on the present Rater Works, the effect it would have on lowering insurance rates, and on the Proposal of his Company in gener- al, 11r Lindermilth, attorney for said company made a short talk giving a synopsis of the plans presented by the said company, showing points of main difference in the propositions submitted by Richmond Clty Water Works and The Edwin M. Campfield Co., He further gave it as his opinion that neither the Board of Works, Council or City Officials acting for the people had any more right to cut & slush any part of the proposals submitted, no more than have the companies making the proposals, He stated that if both bids are rejected he could not give any asouranee that the City would be enabled to get a better rate. Mr. Wilfred Jesup, attorney explained that it was very essent- ial that Council order an investigation of the books and affairs of the Richmond City Water Works, as the question of the valuat- ion of the Plant is a very important one, in the ratter of pur- chase or the making of rates for water furnished to the City A to the Citizens.
