HomeMy Public PortalAbout04-25-2005 Continued Meeting Minutes of the Continued Meeting of April 18, 2005 Held on Monday, April 25, 2005 Mayor O’Connell called the meeting to order at 7:00 p.m. Present were: Trustee Waldorf, Trustee Collins, Trustee Dement, Trustee Thomson, and Trustee Fay. Also present were: Amy De Boni, Administrative Analyst; Michelle Gibas, Deputy Clerk; Allen Persons, Public Works Director; Chris Minick, Management Services Director; Jim Testin, Community Development Director; Stephanie Houk Sheetz; Planner; and Don Bennett, Chief of Police. There were approximately 10 persons in the audience. #1 WALGREENS Jim Testin stated that they have not received any additional information from Walgreens. It was the consensus of the Board not to take any action on this matter this evening. Trustee Waldorf moved to adjourn the continued meeting. Seconded by Trustee Dement. . Vote by roll call. Waldorf, yes; Collins, yes; Dement, yes; Thomson, yes; Fay, yes; O’Connell, yes. 6 yes, 0 no. Motion carried. The meeting adjourned at 7:02 p.m. Michelle Gibas, Deputy Clerk Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on Monday, April 25, 2005 Mayor O’Connell called the meeting to order at 7:03 p.m. Present were: Trustee Waldorf, Trustee Collins, Trustee Dement, Trustee Thomson, and Trustee Fay. Also present were: Amy De Boni, Administrative Analyst; Michelle Gibas, Deputy Clerk; Allen Persons, Public Works Director; Chris Minick, Management Services Director; Jim Testin, Community Development Director; Stephanie Houk Sheetz; Planner; and Don Bennett, Chief of Police. There were approximately 10 persons in the audience. #1 COMPREHENSIVE PLAN UPDATE Mr. Testin stated that a number of builder/developers representatives, the Home Builders Association, and the Association of Attainable Housing approached the Plan Commission suggesting the formation of a joint committee to discuss the changes to the Comprehensive Plan as proposed by the Village Board. The Plan Commission is seeking Board direction on the formation of a committee. Trustee Dement stated that he was disappointed that the persons suggesting to form a committee did not get involved earlier. There was ample time to address concerns/suggestions to the Village Board. Mayor O’Connell stated that she too felt that the suggestions/concerns could have been brought to the attention of the Village Board and that the suggestions/concerns that the developers have can now be addressed to the Plan Commission at the time of the public hearing. After some further general discussion, it was the consensus of the Board not to form a committee. #2 STORMWATER DRAINAGE & DETENTION ORDINANCE UPDATE Mrs. Stephanie Houk Sheetz, Planner, reviewed the proposed text amendment to the Stormwater Drainage and Detention Ordinance. The proposed text amendment is a result of the detention pond discussions held by the Plan Commission in Spring 2003. The proposed landscaping and design requirements would address the following issues: more basin landscaping, better guidelines for detention basin design, discouraging Canada Geese from flocking to detention basins, and safety. Mrs. Sheetz then reviewed examples of naturalized detention areas. After some general discussion, it was the consensus of the Board to proceed with the text amendment. The minutes of the Committee of the Whole Workshop of April 11, 2005 were adopted and filed. ANY OTHER BUSINESS Allen Persons announced that in honor of Arbor Day, a tree will be planted at the Lincoln Elementary School on Friday, April 29 at 1:30 p.m. On a motion from Trustee Waldorf and seconded by Trustee Dement, the meeting adjourned at 7:25 p.m.
