The Council of the City of Medina met in regular session on Tuesday, January 6, 1981 at
7:40 P.M.
Present: Mayor, Thomas .Anderson; Councilmembers, lilliam Reiser, Sarah Lutz, Wilfred
Scherer; Clerk -Treasurer, Donna Roehl; Police Chief, Charles Hoover, Public
Works Director, Ron Duran; Planning and Zoning Administrator, JoEllen Harr;
Attorney, Richard Sohieffer; Former Councilmember,Nanoy Laurent,until accept-
ance of minutes of December 16.
Absent: Councilman, Thomas Crosby
Clerk, Donna Roehl, administered the Oath of Office to Mayor, Thomas Anderson and Council --
member Wilfred Scherer.
1. MINUTES OF DECEMBER 16, 1980
Richard Schaeffer asked that Mark Orth item, Page 138, be changed striking "to the fullest,"
and substituting "for any reasonable purpose," in the third paragraph.
Motion by Reiser, seconded by Laurent to accept minutes of December 16, 1980, as corrected.

2. PAINTER CREEK
Donna Roehl reported that the Minnehaha Creek Watershed Commission would be holding a
meeting on January 8th to discuss plans to construct water controls in the Painter Creek
watershed, which begins at Thies Lake in Medina.
Planning Commissioner, Pat Velch, stated that she would attend as Medina's representative.

1981 Cigarette Licenses
Motion by Reiser, seconded by Scherer to grant 1981 Cigarette Licenses to Big Woods Saloon,
Pat's Liquor, Colonial Drive In Theatre, Countryside Cafe.

Colonial Drive In Theatre License
Motion by Reiser, seconded by Scherer to grant a 1981 Drive In Theatre license to North-
west Cinema Corporation for the Colonial Drive In at a fee of $500.

Woodlake Sanitary Landfill License
Motion by Reiser, seconded by Scherer to grant a 1981 license to Woodlake Sanitary Land-
fill for a fee of $750.00.

Metropolitan Animal Patrol Contract
Motion by Reiser, seconded by Scherer to renew the animal control contract with Metropol-
itan Animal atrol with the patrol fees to be $13.50 per hour for 1981.

Commissioners Appointments
Motion by Reiser, seconded by Scherer to appoint the following department Commissioners:
Public Safety --William Reiser; Public Works --Wilfred Scherer; Health, Welfare and
Parks --Sarah Lutz; Special Projects --Thomas Crosby.

Motion by Reiser, seconded by Scherer to appoint the Farmers State Bank of Hamel as Off-
icial Depository for 1981.

Motion by Reiser, seconded by Lutz to appoint the Crow River News as the Official News-
paper for 1981.

Motion by Lutz, seconded by Scherer to appoint William Reiser as Acting Mayor for 1981,
in the absence of Mayor Anderson.

6. POLICE DEPARTMENT
Loretto Policing
Motion by Reiser, seconded by Lutz to enter into contract with the City of Loretto to police
their city during 1981 at a cost of $10,813.00 or $901.08 per month.

7. PUBLIC WORKS DEPARTMENT
Donna Roehl explained that Jim Rossbach of Hennepin Vo Tech Schools would present infor-
mation at the January 20th meeting regarding CETA Youth Group programs and an Internship
program for Medina. She stated that if Medina is interested both programs could be..imp-
lemented in the city.
Public Works Employee
Ron Duran presented information on the application of Mike Allen as a possible employee
for the Public Works Department.
Council agreed to table the matter pending receipt of information regarding a CETA Employee.
Medina Morningside Water Supply Company Purchase Agreement
Richard Schieffer presented and reviewed the contract that had been prepared for the pur-
chase of the Medina Morningside Water System.
Motion by Reiser, seconded by Lutz to enter into a purchase agreement with the Water Supply
Company for the purchase of the Medina Morningside water system at a cost of $95,000.

8. TAX FORFEIT LOTS, CONNECTION CHARGES
Council discussed the request of William Fenholt and Arvin Burklund to extend time for. .
payment of sewer and water connection charges on tax forfeit lots in Independence Beach.
Motion by Lutz, seconded by Reiser to continue the existing policy for payment of sewer and
water connection charges on tax forfeit lots, that is, payment of the charges at the time
Quit Claim deeds are delivered to purchaser.

9. MINNESOTA RECREATION AND PARKS ASSOCIATION
Motion by Reiser, seconded by Lutz to renew membership in the Minnesota Recreation and Parks
Association for 1981 at a cost of $35.00.

10. ATTORNEY AND ENGINEER SERVICE
Mayor Anderson reported on.concerns with the Attorneys response time to telephone calls
and preparation of police cases in the City. He asked that an attempt for quicker response
be made.
Attorney Schieffer explained -that he had been in court on several cases during the fall•and
had been short on time. fle also explained his method of charging for services to the city
and what items were covered under the retainer fee.
Ron Duran explained the need to have Lyle Swanson of the McCombs -Knutson Engineering firm
as an Engineer because of the knowledge he has of Medina from the number of years he has
worked in the area.
JoEllen Hurr expressed confidence in Dave Hansing and the efficient way that he prepares
reports and presents information.
Mayor Anderson stated that he would try to work out an arrangement whereby the city could
use both men for various projects.
11. CLERK, ASSISTANT CLERK, ZONING ADMINISTRATOR HOURS AND SALARIES
Council disucssed with Donna Roehl and JoEllen Hurr the number of hours they would need to
work, per week, to get all of their work done.
Clerk stated that she would like to work 32 hours per week and have Syliva Rudolph work
24 hours per week. Zoning Administrator, JoEllen Hurr, stated that she would try to work at
the 3 day per week schedule but with several large projects coming before the city she thought
she might need to work additional hours.
Discussion of salaries. Mayor Anderson presented schedules of neighboring communities.
Motion by Reiser, seconded by Lutz to increase the salary of Sylvia Rudolph by 4 % over
the amount agreed upon at the December .6th meeting.

Motion by Scherer, seconded by Lutz to increase the salary of Donna Roehl by 15.8% over
the amount agreed upon at the December 16th meeting.

Motion by Reiser, seconded by Lutz to increase the salary of JoEllen Hurr by 17.2% over
the amount agreed upon at the December l6th meeting.

12. POLICE DEPARTMENT PROCEDURES
Mayor Anderson presented information regarding problems that had been called to his attention.
William Reiser, Public Safety Director, stated that he would meet with Chief Hoover to discuss
the. concerns.
13. WOODLAKE SANITARY LANDFILL
JoEllen Hurr reminded Council of the joint Planning Commission/City Councilmeeting on Jan-
uary 13th. One of the items to be presented will be preliminary information on expansion
of Woodlake Sanitary Landfill. She also reported that there would be a bus tour of the
Woodlake and Eden Prairie landfills on January 24th for anyone who is interested.
14. SIGN ADMINISTRATOR
Emil Jubert reported that he had contacted owners of the Loretto carpet shop and the
Thumb store regarding excessive signs.
15. BILLS
Motion by Reiser, seconded by Scherer to pay.. the bills; Order Checks #-9220-9269 in the
amount of $29,452.15 and Payroll Checks # 6051-6073 in the amount of $9,087.83.
