Joint Meeting of the President and the Board of Trustees
and the Plainfield Community Consolidated School District #202
Held on Thursday, June 29, 2006
at the School District Administration Center

School Board President Kelly called the meeting to order at 7:00 p.m. Roll call was taken for the
School District. Present were: Mike Kelly, Ron Kazmar, Rod Westfall, Victoria Eggerstedt, and
Linda Johnson. Absent were: Rick Friddle and Roger Bonuchi. Staff Present: Dr. John Harper.
Roll call was then taken for the Village of Plainfield. Present were: Mayor Waldorf, Trustee Collins,
Trustee Racich, Trustee Dement, Trustee Fay, Trustee Lamb, and Trustee Manning. Staff present:
Chris Minick, Village Administrator; Michelle Gibas, Village Clerk; Jim Testin, Community
Development Director; and Allen Persons, Public Works Director. There were 5 persons in the
audience.
Mr. Mike Kelly stated that the purpose of the Joint Meeting was to accomplish a better understanding
between the two Boards. The Boards discussed three items: Building of Schools, a transportation
facility, and the Naperville/Plainfield Road School site.
Building of Schools:
School Board President Mike Kelly reviewed the school site plan for Middle School #7. Mr. Kelly
explained that the school district has expended additional money on engineering based on the
requirements of the Village of Plainfield. Mr. Kelly pointed out that his point is not to argue this
particular school site, but to give examples of what the School District is required to do by the
Village of Plainfield that is not a requirement by other communities in the School District. Mr. Kelly
explained that the school building itself is pretty much the same for every school and the School
District has expertise in building schools; and the Village should not be redesigning the school sites.
Mr. Kelly pointed out that the staff lists several variances on every school site submitted. Mr. Minick
stated that the staff?s job is to report all variances from the Village Code to the Village Board. Mr.
Minick then reviewed the some of the concerns of the Village staff. Trustee Dement suggested that
the School District should contact the Village staff before the plans are made so that the staff can
address concerns with the school district. Mr. Minick noted that the Village staff will be able to
maintain confidentiality when necessary for the school district land acquisitions and because the
school district works on a tight time frame, the Village staff will report back to the school district
within one week. Dr. Harper suggested coming up with a list of site plan exemptions for the School
District and to identify those exemptions in an Intergovernmental Agreement or a Memorandum of
Understanding. Administrator Minick and Dr. Harper will get the staffs together to create a list that
will be brought back to the School District and the Village Board.
Transportation Facility

Mr. Kelly pointed out that the School District owns property at the southwest corner of 143 Street
and Route 30 and is interested in constructing a transportation facility to house school buses at that
site. Administrator Minick identified some concerns with a transportation facility on that site
including access points. After some general discussion, it was the consensus that the School District
staff will meet with the Village staff to address the concerns.
Naperville/Plainfield Road School Site
Mr. Kelly asked what the Village could do to help the school district in regards to the
Naperville/Plainfield Road school site. The Village Board expressed concern regarding the proposal
of the School District to have Bolingbrook annex the property. The School District pointed out the
difference in cost to the District to have Plainfield service the property as compared to Bolingbrook.
Allen Persons suggested that since the Village of Plainfield also purchases lake water from the same
supplier as Bolingbrook that there might be an option for Bolingbrook to sell the water to the Village
and that Bolingbrook may make an exception for the sewer service. The School District will address
the issue again with Bolingbrook and the School District and Village staffs will look into a cost
sharing agreement that can be presented to the two Boards.
There being no further discussion, on a motion from Trustee Fay and seconded by Trustee Racich,
the meeting adjourned at 8:35 p.m.
