Reiman at 6:00 p.m., Thursday, June 21, 2018, Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon Individual Roll Call the following were noted present: Mayor Councilmember rr u u Daniel J. Reiman Jorge Diaz Dennis DiMascio Ajmar Johal Randy Krum Susan Naples Also noted present was Kathleen M. Barney, Municipal Clerk. Noted absent were Robert J. Bergen, Esq., Law Director and Councilmember Vincent Bellino. The meeting was opened with a moment of silent prayer and the Pledge of Allegiance led by Mayor Daniel J. Reiman. COUNCIL MEETING ROLL CALL NOTED PRESENT NOTED ABSENT SILENT PRAYER / PLEDGE OF ALLEGIANCE STATEMENT OF MEETING The Clerk stated that the 2018 Annual Notice was mailed to The Home NOTICE News Tribune, The Star Ledger and posted on the bulletin board on December 28, 2017. Notice was published in The Home News Tribune and The Star Ledger on January 5, 2018. Upon MMS &C by Councilmembers Diaz and Krum and unanimous MINUTES FOR APPROVAL affirmative vote of the five (5) Councilmembers present, the minutes of June 7, 2018 were approved as transcribed and engrossed by the Clerk. The Clerk stated that Ordinance #18 -10 was introduced and adopted on First Reading on June 7, 2018. It was duly published in Home News 1 JUNE 21, 2018 CONT. Tribune on June 12, 2018 with notice that it will be considered for final passage after Public Hearing to be held on June 21, 2018 at approximately 6:00 p.m. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. OPEN TO PUBLIC Upon MMS &C, by Councilmember Diaz and DiMascio and Unanimous affirmative vote of the five (5) Councilmembers present, Mayor Reiman declared the Public Hearing open. PUBLIC HEARING There being no comments or objections to the Ordinance, Mayor CLOSED Reiman declared the Public Hearing to be closed, upon MMS &C, by Councilmembers Diaz and Krum and unanimous Affirmative vote of the five (5) Councilmembers present. Upon MMS &C, by Councilmembers Diaz and Krum ORDINANCE #18 -10 ORDINANCE #18 -10 "BOND ORDINANCE "AN ORDINANCE OF THE BOROUGH OF CARTERET, IN THE COUNTY OF CAPITAL EQUIPMENT MIDDLESEX, STATE OF NEW JERSEY, APPROVING AND AUTHORIZING LEASE WITH MCIA" THE ENTERING INTO, EXECUTION AND DELIVERY OF A LEASE AND AGREEMENT WITH THE MIDDLESEX COUNTY IMPROVEMENT AUTHORITY RELATING TO THE ISSUANCE OF COUNTY- GUARANTEED CAPITAL EQUIPMENT AND IMPROVEMENT REVENUE BONDS, SERIES 2018 OF THE MIDDLESEX COUNTY IMPROVEMENT AUTHORITY" ADOPTED was finally adopted. Upon individual roll call vote Councilmembers Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. Upon MMS &C, by Councilmembers Diaz and Krum ORDINANCE #18 -11 "ORDINANCE OF THE BOROUGH OF CARTERET, IN THE COUNTY OF MIDDLESEX, NEW JERSEY APPROPRIATING $6,676,040.00 FOR THE CARTERET WATERFRONT PUBLIC ACCESS IMPROVEMENTS, SUCH APPROPRIATION CONSISTS OF A GRANT FROM THE STATE OF NEW JERSEY DEPARTMENT OF ENVIRONMENTAL PROTECTION'S OFFICE OF NATURAL RESOURCE RESTORATION IN THE AMOUNTS OF $6,676,040.00" was finally adopted. Upon individual roll call vote Councilmembers Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. Councilmember Bellino was noted absent. Upon MMS &C, by Councilmembers DiMascio and Krum ORDINANCE #18 -12 ORDINANCE #18 -12 "ORDINANCE OF THE "ORDINANCE OF THE BOROUGH OF CARTERET, IN THE COUNTY OF BOROUGH OF CARTERET MIDDLESEX, NEW JERSEY APPROPRIATING $1,000,000.00 FOR APPROPRIATING $1,000,000.00 FOR IMPROVEMENTS TO PERSHING AVENUE, SUCH APPROPRIATION IMPROVEMENTS TO CONSISTS OF A GRANT FROM THE STATE OF NEW JERSEY PERSHING AVENUE" DEPARTMENT OF TRANSPORTATION IN THE AMOUNTS OF $1,000,000.00 ADOPTED was finally adopted. Upon individual roll call vote Councilmembers Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. Upon MMS &C, by Councilmembers Diaz and Krum ORDINANCE #18 -13 "A FULLY FUNDED ORDINANCE PROVIDING FOR VARIOUS CAPITAL IMPROVEMENTS FOR THE BOROUGH OF CARTERET, COUNTY OF MIDDLESEX, NEW JERSEY APPROPRIATING $1,925,000.00 FROM THE CAPITAL IMPROVEMENT FUND AND OTHER RESERVES AND GRANTS FOR THE COST THEREFOR" was finally adopted. Upon individual roll call vote Councilmembers Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. APPROVED AND ADOPTED: June 21, 2018 INTRODUCED: June 7, 2018 Advertised as Adopted on First Reading with notice of Public Hearing: June 12, 2018 Hearing Held: June 21, 2018 Approved by: Mayor Daniel J. Reiman Advertised as Finally Adopted: June 27, 2018 A copy of each Resolution was placed on the table for public review prior to the meeting in accordance with the Rules of Council, upon MMS &C, by Councilmembers Diaz and Krum and unanimous affirmative vote of the five (5) Councilmembers present, the meeting was opened for public input on all Resolutions / Agenda items and new business. OPEN TO PUBLIC PUBLIC HEARING CLOSED ORDINANCE # 18 -13 "AN ORDINANCE PROVIDING FOR VARIOUS CAPITAL IMPROVEMENTS APPROPRIATING 51,925,000.00 FROM THE CAPITAL IMPROVEMENT FUND" ADOPTED PUBLIC PORTIONS ON RESOLUTIONS / AGENDA ITEMS AND NEW BUSINESS 5 JUNE 21, 2018 CONT. UNIDENTIFIED RESIDENT Unidentified Resident asked what the long term plans for Block 6501 Lots 6 & 7 were. MAYOR REIMAN Mayor Reiman stated that the Planning Board approved a designation to include them in the redevelopment zone for the arts district. There are no immediate plans, once it's in the zone it can be there for months or years. It's not immediately part of the current arts center. In the long term there may be an opportunity to sell or buy it. As of now, the use is undetermined. In the future there will be a plan for what can and can't be done to the property and then sit down with the property owners about possible acquisition. PUBLIC PORTIONS There being no further comments or objections to the CLOSED Resolutions /Agenda items or new business, upon MMS &C, by Councilmembers Diaz and Johal and unanimous affirmative vote of the five (5) Councilmembers present , the public portion of the meeting was closed. RESOLUTIONS RESOLUTIONS: 1. #18 -121 Authorizing Excel Environmental Resources, Inc. to Apply for Grant Funding. 2. #18 -122 Requesting Approval of Insertion of $36,388.83 the Budget Revenue Availability from the New Jersey Clean Communities Program Grant. 3. #18 -123 Authorizing Year 2018/2019 Alliance Agreement Between the Borough of Carteret and the County of Middlesex. 4. #18 -124 Directing the Issuance of a Raffle License to St. Demetrius Ukrainian Orthodox Cathedral and Honorary PBA #47. 5. #18 -125 Resolution in Support of the Demolition and Disposition of Properties Owned by the Carteret Housing Authority. 6. #18 -126 Approving Location of Bus Stops in West Carteret. 7. #18 -127 Designating Block 402, Lots 24 & 25 and Block 301, Lots 3, 4, and 5 as a Non - Condemnation Area in Need of Redevelopment. 8. #18 -128 Designating Block 6501, Lots 6, 7, 8, 16 and 17 as a Non - Condemnation Area in Need of Redevelopment. 0 JUNE 21, 2018 CONT. Mayor Reiman asked for a motion on the Consent Agenda. Resolutions #18 -121 thru #18 -128 were introduced by the Mayor and referred to the Council for action. RESOLUTION #18 -122 "REQUESTING APPROVAL OF INSERTION OF $36,338.83 THE 2018 BUDGET REVENUE AVAILABLE FROM THE NEW JERSEY CLEAN COMMUNITIES PROGRAM GRANT ". PAYMENT OF BILLS REPORTS Upon MMS &C by Councilmembers Diaz and Krum, all bills appearing on the prepared list, properly audited and signed, were ordered to be paid. Upon Individual Roll Call Vote Councilmember Diaz, DiMascio, Johal, Krum & Naples voted in the Affirmative. Councilmember Bellino was noted absent. Mayor Reiman reported Progress in all committees .
