AUGUST 21, 1961 Regular session was called to order by Chairman Marino at 7:00 P.M. in the Council Chambers in City Hall - The following business was had to wit: Councilman Youngflesh moved that the reading of the minutes of the previous meeting be dispensed with, seconded by Councilman Yount, unanimous voice vote. Councilman Smithmeyer moved that the bills in the amount of - i -$80,589.08 Plus Interest on Revenue Bonds 2,910.00 Plus following transfers from Cash Oper. Fund: - To Utility Bond Fund 37,301.12 To Depreciation Reserve Fund 36,000.00 To Cash Reserve Fund 39,295.37 Plus Principal on Revenue Bonds 19,900.00 Total - $ 215,995.57 • be allowed and paid, seconded by Councilman J. Hoskins, unanimous voice vote. The following bids were received to replace a 1958 Chev. 2 Dr. that was damaged beyond suitable repair, in a wreck at 3rd & Main Streets: - Kurdys Chev. 1961 Chev: 6 Cyl. 2 Dr. $ 2,028.98 Bruce Rambler "' Rambler" " 4 Dr. 1,935.15 D. Meadows For " Ford " " `2 Dr. '2,085.97 Raper Ply. ". Ply. " " 2 Dr. 1,749.63 Bowen's Linc-Merc." Mere. " " 2 Dr. 1,995.00 Councilman Yount moved that General Manager Beck examine the bids and accept the lowest and best bid, seconded by Councilman Henn, unanimous voice vote. The Finance Committee approved the purchase of $195,000.00 in U.S. Treasury Bonds, maturing in June 1962 - $100,000.00 from Cash Reserve Fund & $5,000.00 from Consumers Deposit Fund. General Manager Beck reported that approx. 165 persons have petitioned the Richmond Power and light for their services that are now being served by the Public Service Commission of Indiana. Beck said that the Public Service will submit a proposal to °the Richmond Powerand Light to transfer the service early in September. General Manager Beck asked the Board of Directors to study a plan that would relieve regular- paying custoiers from being charged a proportionate share of the expense in collecting delinquent bills. • There being no further business the meeting adjourned: Chairman Attest: 1/:ci4 Clerk: J ( cJ ' 'CITY TASK FORCE ON BID-RIGGING DAMAGES Room 400, Hill Building Washington 6, D.C. Cecere City Attorney 'City Hall Richmond, Indiana Dear Mr. Cecere: The experts hired by the Task Force, Van Scoyoc & Wiskup, have gone over the data sent in by you and have determined that $2,692,892 comes within either the guilty or nolo contendere pleas in Philadelphia, or the conspiracies uncovered in these cases some of which originated as far back as 1951. The new project's staff will assist by: (1) furnishing a suggested form of complaint to each participating city and working with local counsel in filling in local facts and figures so that proper allegations will be made, (2) recommending where the complaint should be filed, and (3) developing proof. useable in'the cases of all participants through the taking of depositions, . "etc. , on the nature, extent and time period of the conspiracy, and the elements and extent of the damages .inflicted. They will employ and work with economic, .price and other experts to -uncover and make useable in support of the claims sufficient expert testimony. to support a maximum recovery. The national staff will brief and - argue test' issues and try test cases in cooperation withlocal ' counsel. • The aim generally will be to give all participants the full advantage of everything created 'or developed in any individual • case by concentrated attention to every development, and to disseminate promptly information regarding actions taken by . - defendants .and by courts in pending cases. Recommendations will be made from time to time for such case consolidation and,emphasis upon test issues and cases as seems desirable. No exact delineations of or limitations upon the function of the national staff will be made at this time as the aim is to be of maximum assistance to each participating city. As further matters of interest develop you will be kept informed. • We would like to move forward as quickly as possible and would, therefore, appreciate wordfrom you on whether your City wishes to participate in this Task Force project.
