December 5, 1960 Regular session was called to order by Chairman J. Hoskins at 7:00 PM, in the Council Chambers in City Hall: Councilman Salzarulo was absent. The following business was had to-wit: Councilman Smithmeyer, moved that the reading of the minutes of the previous meeting be dispensed with, seconded by Councilman Henn, unanimous voice vote. Councilman Youngflesh, moved that the payment of the' bills in the amount of $124,687.56, be allowed and paid, seconded by Councilman Yount, unanimous voice vote. Councilman Marino, moved that the Board of Directors approve the annual Christmas Gift of $5.00 to each Richmond Power and Light employee, seconded by Councilman Youngflesh, unanimous voice vote. Councilman Marino, moved to adopt the electric space heating schedule for commercial and industrial customers, submitted by General Manager Beck, and to authorize Mr. Beck to file the schedule with the Public Commission, seconded by Councilman Smithmeyer, unanimous voice vote. The following is the schedule adopted; Conditions and Rate "EH" Electric Space Heating Applicable To any commercial or industrial customer for the operation of a permanently installed electric space heating installation, whether resistance ' type, 'radiant, or heat pump, of 3KW or more rated total capacity, which conforms to the specification of the Utility and is used as the principal source of space heating. Rate Electrical energy 1.5 cents per KWH Fuel Clause The net monthly bill computed according to the above schedule shall be subject to the adjustment based upon the company's average cost of fuel charged to production expenses as from time to time provided for by the Uniform Classification of Accounts prescribed by the Public Service Commission of Indiana. Whenever, during any period of three successive calendar months, commencing after December, 1949, the Company's average cost of fuel increases at least one full cent above the base cost of twenty-eight and one-half cents (282) per million BTU, then bills computed under this schedule for service supplied for the second calendar month following such period shall be adjusted as follows: For each full cent (10) increase over the base cost, .17 mill ($.00017) will be added for each kilowatt-hour billed. Minimum Charge The minimum charge per meter shall be $2.50 per month. Special Terms and Conditions Permanently installed air conditioning equipment utilized to cool the same area as heated electrically, and equipment for the heating of swimming pools, may be connected to the space heating circuits, provided the combined demand does not exceed that of the space heating equipment. No other electrical equipment will be permitted to be connected to the electric space heating circuits and all such equipment on the premises shall be served under the applicable schedule. Service hereunder is based upon the supply of service at one voltage through a single delivery and metering point. The customer shall provide space and arrange wiring so that the Utility may install metering equipment in such a manner as to determine he consumption of electric energy for space heating separately.
