SPECIAL MEETING OF, MEL & PP -
August 10th 1960

The MEL & PP Board of Directors met in Special Session in the Board of •
Works room at City Hall, at 7:00 PM. Board Chairman Hoskins presiding.
All members of the Board were present.
Chairman Hoskins read a letter from officials of the City of Columbus,
Ohio, The letter commended Light Plant management for the excellant
way in which the MEL & PP is being operated. 111
Chairman ,Hoskins presented for discussion, the proposal of Mayor Cutter
to utilize a portion of MEL & PP dividends by establishing a capitol
improvement fund. Chairman Hoskins stated that the Mayor had suggested
$150,000.00 for this purpose. ,
The Mayor explain_ed.,the projects for which he would like to use the funds
and Mr. Cecere explained the legal aspect of such action and the need for
the establishment of such a fund. After a lengthy discussion Mr. Henn
presented a resolution (on file) which read in part: "Therefore be it
resolved by the Board of Directors of the MEL & PP that the full dividend
in• the amount of *472,530.00 be transferred from the MEL & PP to the
Civil City of Richmond, Indiana, for 1961.
Mr. Henn moved that the Board adopt his resolution and Mr. Yount seconded
the motion.
Additional discussion concerning the Mayor's proposal was heard. The
Mayor outlined a manner in which such funds could. be used for fire station
construction, the construction of a new City Hall and the construction
of storm sewers. After another period of. discussion, Mr. Yount called for
the guestion. The chair again stated the resolution as proposed by
Mr. Henn and the voye was recorded as follows: Ayes, C. Hoskins,
Johnson, Salzarulo, Smithmeyer, Youngflesh, Yount. Nays , J, Hoskins, III
Marino.
The Chair declared the resolution carried.
Mr. Marino moved the meeting be adjourned, seconded by Mr. Yount.
