MINUTES OF THE MEETING OF THE COMMON COUNCIL OF THE CITY OF
RICHMOND,INDIANA, SERVING AS A COMMITTEE IN CHARGE OF THE
OPERATION OF THE MUNICIPAL ELECTRIC LIGHTING AND POWER PLANT.
MONDAY, DECEMEER 7,1959
The regular meeting was called to order by Councilman Crum at the hour of.7:00 PM, •
in City Hall, Councilman ;dalterman absent.
Councilman Marino moved the reading of the minutes of the previous meeting be dispensed
with. Seconded by Councilman Smithmeyer. Unanimous voice vote.
Councilman Thomas moved the bills in the amount of $144,719.42 be allowed and paid.
Seconded by Councilman by Councilman Smithmeyer. Unanimous voice vote.
The Presiding Officer announced that this was the last meeting that Clerk David
Keyser would attend and that he wished, as an individual, and as chairman of the
Light Plant Committee, to express his thanks for the interest and sincere efforts
shown by the Clerk during the last four years, and that the Committee wished him success ._
in the future years.
Mr. Beck reported that the generation report for the month of November was as follows:
System Demand up 13.3% over November of 1958, and the peak load was up 5.5% over the
same period.
Councilman Marino moved that employees of the Light Plant, other than City Officials,
be allowed $5.00 as a Christmas gift from the Light- Plant. Seconded by Councilman
Eastman. Unanimous voice vote.
Mr. Beck and the City Attorney reported on the purchase of electric distribution
facilities from the Public Service Company of Indiana at a cost of $64,717.27. -
They said the price mentioned had been the offer and that an agreement to that effect •
had been received and that an Ordinance authorizing the Board of Public ;-Works & Safety
to proceed and conclude the purchase would be presented and must be passed at one
meeting. The members of the Light Plant Committee signed an agreement to purchase.
Mr. Beck explained the Master Plan for street lighting and said it would cost more
than $500,000.00. He said minimum standerds were being established for the
installation of lights and that said stanards would have to be met in future
installations. He explained further, that this program would be spread over a period
of five years and would bring RichmOnd's Lighting program up to par with other Cities
of Comparable size.
Councilman Eastman moved that the recommendation of Mr. Beck regarding the Master
Plan for street lighting be approved. Seconded by Councilman Marino.
There being no further business, the meeting adjourned.
