OF THE CITY OF RICHMOND, INDIANA, SERVING AS
A COMITTEE IN. CHARGE OF' THE OPERATION OF THE
MUNICIPAL T ECTRIC LIGHTING AND POWER PLANT.
MONDAY, MAY 21, 1956
The Common Council of the City of Richmond, Indiana, serving as a Committee in Charge
of the Operation of the Municipal Electric Lighting and Power Plant, met in regular
session in the Council Chambers in the City Hall in said City, Monday, May 21, 1956,
at the hour of 6:00 o'clock P.M. (CST)-. Councilman Salzarulo presiding with the
following members being present: Messrs. Hoskins, Marino, Smithmeyer, Thomas, Vivian
and Waitermann. Councilmen Crum and Eastman being absent. The following business
was had, to-wit:
Councilman Smithmeyer moved and Councilman Marino seconded that the minutes be approved
as published.
Councilman Vivian moved and Councilman Thomas seconded that the bills be allowed.
Councilman Salzarulo read a petition from residents of South "Q" Street who complained
of the excessive amount of smoke coming from the Trdhitewater Valley Generating Station.
This petition was given to Mr. Beck. Mr. Beck explained that Black. and Veatch engineers
• had been workingon the smoke promised
r.� problem and he to continue his studyuntil a
solution is found. He invited any of the petitioners to his office to discuss this
problem with him. •
The meeting was turned over to Mr. Beck who read the following letter:

NOTE TO A. E. BECK
The City Light Plant Employees Committee in behalf of all the employees: .
present the following proposal to management for consideration.
We propose the company payroll be increased by 5% to allow for a wage
adjustment to be allocated on a cent per hour basis. This increase
conforms with wage adjustments.already negotiated in surrounding Utilities.
- r The Committee also requests amendments and changes to some articles in our '
"working agreement" which we are prepared to negotiate at any time -with
management.

Councilman Marino moved and Councilman Thomas sedonded that the above be referred to
. Mr. Beck for his study and recommendation.
Claims in the 'amount of $401,756.20 were allowed. Of this amount .the following transfers
were made: The sum of
$31,104.16 from Cash Operating Fund to Utility Bond Fund
30,200.27 from Cash Operating- und to Cash Reserve Fund
36,000.00 from Cash Operating Fund to Depreciation Reserve Fund Cash
20,929.92 from Construction Account Fund to Cash Operating Fundy
3,448.38 from Depreciation Reserve Fund to Cash Operating Fund
There being no further business presented, on motion duly made, seconded and carried,
the meeting adjourned.
