HomeMy Public PortalAbout08-15-1955 175 MINUTES OF THE MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, SERVING AS A COMMITTEE IN CHARGE OF THE OPERATION OF THE MUNICIPAL ELECTRIC LIGHTING AND POWER PLANT. MONDAY, AUGUST 15, 1955 The Common Council of the City of Richmond, Indiana, serving as a Committee in .Charge of the Operation of the Municipal Electric Light- ing and Power Plant, met in regular session in the Council Chambers in the City Hall in said City, Monday August 15, 1955, at the hour of 6:00 o' clo.ck P.M. (CST) . Councilman Alkire presiding with the follow- ing members being present: Messrs. Eastman, Law, Marino, Riggleman, Salzarulo, Tracy and Youngflesh. Councilman Kettelforder being absent. The following business was had, to-wit: On motion duly made, seconded and carried, the minutes of the previous meeting was dispensed with. Councilman Law moved that the request for a street light at the end- of North 8th Street be declined, seconded by Councilman Eastman and on voice vote the motion was carried. o", Mr. Beck reported the following to the Committee: - SICK LEAVE AND DEATH LEAVE OF HOURLY EMPLOYEES 1. SICK LEAVE AND DEATH CREDITS New employees hired after January 1st of each year shall be credited with 1-1/4 days sick leave and/or death leave for each full month worked during the remainder of the calendar year. Benefits thus earned shall not be made available to the new employee until January 1st following his date of employment. Thereafter, on each succeeding January lst, each employee with the necessary service will be credited with 15 days sick leave, Plus the unused sick leave days remaining to his credit at the end of the pre- ceding year. However, in no case shall any employee accumulate sick leave and/or death leave in excess of 4.5 days. 2. SICK LEAVE PROVISIONS When an employee is off on account of illness (exclusive of occupational accident) and his illness continues for six (6) conse- cutive half working days or more, the Utility will pay the employee for the period of illness after the sixth consecutive half day, and not to exceed the equivalent number of sick days credited to him at time of such illness, at his regular straight time rate of pay, pro- viding the employee furnished the Utility a doctor' s certificate show- ing that the employee ' s illness prevented him from performing his re- gular duties, and any other information the Utility may deem necessary. No sick leave pay will be paid when an employee is away from work on account of -illness for less than three ( 3) consecutive work days. • However, if the employee is confined in a legally constituted and operated hospital during the first three (3) consecutive working days or any day thereof and his confinement in such hospital is three (3) consecutive days or longer, he will be paid at his regular straight time pay for the first three (3) days of his illness, but in no case will his sick pay exceed the number of sick leave days credited him at the beginning of his illness. Prnof of such hospitalization (a certificate from the hospital) will be required to be furnished by the employee. . . Regular employees will be granted wage allowances, as established above, when absent from work due to illness or injury, except illnesses and injuries suffered as a consequence of working for an employer other than the Utility, or working for remuneration through self-employment. While an employee is on sick leave he is not to leave his regular place of residence (as listed in ther personnel records) for more than twenty-four (24) .hours except under doctor' s orders and/or with the Utility' s permission. 176 While an employee is on sick leave, the Utility reserves the right to have him examined by one or more doctors of their choosing and. at the Utility' s expense. Any employee failing to follow the above provisions must forfeit his sick leave pay for such period as may be determined by the Utility. Additional disciplinary action may be imposed if investigation proves an employee has filed a fraudulent claim for sick leave. 3. DEATH LEAVE PROVISIONS In case of death in an employee' s immediate family, the Utility will grant time off, without loss of pay, as follows: (a) At the time of death of employee ' s wife, or husband, or child, not in excess of five (5) calendar days. (b) At the time of death of employee' s mother, father, brother or sister, not in excess of three (3) calendar days. ( c) At the time of death of employee ' s mother-in-lww, father- in-law, bother-in-law, or sister-in-law, not in excess of two (2) calendar days. In no case shall death leave be granted, unless the employee actually attends the funeral of the deceased. Death leave may be reduced or withdrawn entirely, if upon investigation it, 1s found • the employee has abused those benefits. Additional disciplinary action may be imposed if investigation proves employee has filed a fraudulent claim for death leave. All of the above was given study by the Council. On motion made by Councilman Eastman, seconded by Councilman Law and on voice vote the above was accepted and made a part of the record at this meeting. The General Manager was granted permission to purchase ten:. (10) new bowling shirts for the bowling teams to be sponsored by the Light Plant the coming season. The following quotations were received by Mr. Beck for a 1/2 ton pick-up truck for the Meter Department: Dea Meadows Ford Sales 11150.00 Net Whitewater Sales-International '179. 71 " Kurdys Chevrolet 1200. 00 " Gilcrest-Dodge 1250.00 " On motion 'made by Councilman Eastman, seconded by Councilman Riggle- man and unanimously carried, the bid was awarded to the Dea Meadows Ford Sales at above price quoted. - Mr. Beck presented the following proposal for a 24 inch storm sewer as quoted from the DeBolt Concrete Company: (1) Intake box constructed- according to plans except 8 feet high instead of 4 feet $800. 00 (2) 1-Manhole 300. 00 (3) 1-Headwall 210.00 (4) 750 lineal feet of 24 inch R. C. pipe, heavy - duty culvert C-76, for $6.50 per lineal feet 4,875.00 (5) To excavate for channel leading to intake box 265.00 TOTAL $6,450. 00 Councilman Riggleman moved that the above proposal be accepted, seconded by Councilman Eastman and on voice vote the motion was unanimously carried. • • The claims in the amount of C268, 414. 96 were allowed on motion duly made, seconded and carried. The following transfers were allowed out of the above figure: The sum of $1,581.. 35 from Depreciation Reserve Fund Cash to Cash Operating Fund 97, 258. 73 from Construction Fund to Cash Operating Fund COUNCILMEN EASTMAN AND KETTELFOR.DER ON THE CLAIMS FOR SEPTEMBER.
