MINUTES OF THE MEETING OF THE COMMON COUNCIL
OF THE CITY OF RICHMOND, INDIANA, SERVING AS
A COMMITTEE IN CHARGE OF THE OPERATION OF THE
MUNICIPAL ELECTRIC LIGHTING AND POWER PLANT.
MONDAY, DECEMBER 20, 1954.
The Common Council of the City of Richmond, Indiana, serving as a
Committee in Charge of the Operation of the Municipal .Electric Light-
ing and Power Plant, met in regular session in the CounciLChambers . in
the City Hall in said City, Monday, December 20, 1954, at the hour of
6: 00 o' clock P.M. ('CST) . Councilman Tracy presiding with the follow-
ing members being present: Messrs. Alkire, Eastman, • Kettelforder, Law,
Marino, Riggleman, Salzarulo and Youngflesh. The following business.
was had, to-wit:
On motion duly made, seconded and carried, the minutes of the previous
meeting were dispensOd with.
The Clerk presented proofs of publication printed in the Richmond
Palladium-Item, a newspaper, on the dates of December 6th and 13th,
1954, that sealed bids would be received on this date for a 69-13.8'
KV Substation Addition. On motion duly made, seconded and carried,! the
proofs were ordered filed.
The following bids were opened and read aloud:

with alternate bid of $14, 490. 00

Palladium-Item, a newspaper, on the dates of December 2nd and 9th, '
1954, that sealed bids would be received on this date for:
Item I - Two Oil Circ'ui t Breakers - 14. 4 KV 2,000 Amps.
1,500 MVA Interrupting Capacity, Pheumatic Operating
Mechanism.
Item II- One Manual Closing Device.
Item III-One Tank Lifter,
On motion duly made, seconded and carried, the proofs were ordered
filed.
The following bids were received, opened and read aloud:

Westinghouse Electric Co.
Item I $29,800.00

General Electric Company presented a combined bid in the sum
of $42,000.00 for the Substation Addition and also the Oil
Circuit Breakers.
All of the above bids were referred to the General Manager and Engineers
for tabulation and recommendations.
Councilman Marino moved that two (2) street lights be installed on
Newman' s Hill at the following locations:
Intersection of Morton Street and Colfax Street and one at
the north end of Sherwood Street.
On voice vote this motion was unanimously carried.

Councilman Youngflesh moved and Councilman Kettelforder seconded that
a street light be installed at the intersection of South 15th and "0"
Streets.
The Committees to investigate the street light requests on South "P"
Street and on Southwest 8th Street asked for further time for investi-
gation.
The request for street lighting along South 23rd Street south from
South "E" to South "L" Street -and west on South "L" to South 16th
Street was referred to the General Manager for his study and. recommen-
dations. -
- ; Claims in the amount of 4182, 975. 33 were allowed. Of this amount the
following transfers were made, The sum of •
$72, 473. 27 from Construction Account Fund to Cash Operating Fund.
2, 685. 00 from Depreciation Rese?ve Fund to Cash Operating Fund.

conded and carried, the meeting adjourned.
