OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, MARCH 20, 2023 The Common Council of the City of Richmond, Indiana met in a Regular Meeting March 20, 2023 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR TURNER President Cappa called the meeting to order and the following business was conducted. ROLL CALL Present were Councilors Doug Goss, Lucinda Wright, Bill Engle, Jeff Cappa, Jeffrey Locke, Gary Turner, Jane 1.3umbalough, Ron Oler and Larry Parker. Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City Clerk; Ron linyre; Tony Foster, RP&L; Police Chief Mike Britt; Pat Smoker, Sanitary District; Emily Palmer, Controller; Beth Fields, Community Strategist; Dave Carpenter; Tracy Bosell, Street Department; Sherrie Oler; Ann Taylor; Dustin Purvis, Planner; Gordon Moore; Richard Peterson; Rob Gil; and, Media. APPROVAL OF MINUTES Councilor Locke moved to approve the minutes of the Regular Meeting held March 6, 2023, supported by Councilor Goss. Upon a vote viva voce, the motion carried. PRESENTATIONS, MEMORIALS OR COMPLAINTS, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS None COMMUNICATION FROM. THE MAYOR • Richmond has been named a Tree City by the Arbor Day Organization REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of meetings of February 23 and March 2, 2023 were accepted as presented. Common Council Minutes March 20, 2023 Page 2 of 4 REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS • STREET DEPARTMENT —Tracy .Bosell — Reviewed activities of the Street Department ORDINANCES ON FIRST READING Councilor Parker moved to suspend the rules and read Ordinance Nos. 16, 17 & 18-2023 on first reading by title only, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. ORDINANCE NO. 16-2023 AN APPROPRIATION ORDINANCE AMENDING THE 2023 BUDGET (RSI)) The Clerk read Ordinance No. 16-2023 on first reading by title only. The Finance Committee recommended approval. Councilor Turner moved to advance to second reading and public hearing, supported by Councilor .Bumbalough. Upon a vote viva voce, the motion carried. The Clerk read Ordinance No. 16-2023 on second reading by title only. Speaking in favor was David Carpenter. There being no comments against, Councilor Oler moved for engrossment, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. Councilor Parker called for the question, supported by Councilor Bumbalough. Ordinance No. 16-2023 was adopted with a 9-0 roll call vote. ORDINANCE NO. 17-2023 --AN APPROPRIATION ORDINANCE AMENDING ORDINANCE NO. 34-2022 KNOWN AS THE 2023 SALARY ORDINANCE The Clerk read Ordinance No. 17-2023 on first reading by title only. The Finance Committee recommended approval. Councilor ()ler moved to advance to second reading and public hearing, supported by Councilor Bunibalough. Upon a vote viva voce, the motion carried.. Upon a vote viva voce, the motion carried. Councilor Goss called for the question, supported by Councilor Bumbalough. Ordinance No. 1.7-2023 was adopted with a 9-0 roll call vote. ORDINANCE NO. 18-2023 — AN APPROPRIATION ORDINANCE (TRANSFER BETWEEN DEPARTMENTS) AMENDING THE 2023 BUDGET The Clerk read Ordinance No. 18-2023 on first reading by title only. The Finance Committee recommended approval. Councilor Oler moved to advance to second reading and public hearing, supported by Councilor .Bumbalough. Upon a vote viva voce, the motion carried. The Clerk read Ordinance No. 18-2023 on second reading by title only. Speaking in favor to the Ordinance was David Carpenter. There being no comments against, Councilor Oler moved for engrossment, supported by Councilor Locke. Upon a vote viva voce, the motion carried. Councilor Goss called for the question, supported by Councilor Turner. Ordinance No. 1.8-2023 was adopted with a 9-0 roll call vote. ORDINANCES ON SECOND READING ORDINANCE NO. 52-2023 —A SPECIAL ORDINANCE VACATING A. PUBLIC WAY The Clerk read Ordinance No. 52-2023 on second reading by title only. The Plan Commission recommended approval. Speaking in favor to the Ordinance was David Carpenter. There being no comments against, Councilor Oler moved for engrossment, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. Councilor Goss called for the question, supported by Councilor Oler.
